Interested domestic/ international carriers with requisite operating authorization and experience (who have not already applied for the airlift of regular pilgrims> are hereby invited to submit Application:
- For airlift of pilgrims allocated to the NAHCON licensed Travels & Tour Operators for a return flight to Saudi Arabia for 2013 Hajj.
- To serve as back-up carrier for airlift of 2013 regular pilgrims on paid as carried basis.
2. The outbound airlift is expected to commence in the third week of September 2013 while the inbound journey is expected to commence in the third week of October, 2013. The outbound airlift operation would be carried out at designated Hajj airports.
Conditions of Application
A) Applicant must possess a valid Air Transport Licence (ATL)/Air Operator’s Certificate (AOC).
B) Type of Aircraft
Wide-bodied aircraft with capacity for a minimum of 250 passengers are required for airlift of the pilgrims of Travels & Tours Operators, as well as for the back-up operation purposes.
C) Technical Requirements
The aircraft must meet the Nigerian Civil Aviation Authority (NCAA) and the Saudi Arabian General Authority of Civil Aviation (GACA) requirements including pre-arrival inspection for non Nigerian registered.
D) Applicant is also required to submit the following:
- Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC).
- Certified true copy of CAC forms C02 and C07.
- Copies of relevant Licences
- Evidence of financial capability to fund the airlift operations.
- Three years audited Company Financial Account.
- Three years Tax Clearance Certificates
- Evidence of non-indebtedness to relevant aviation authorities and service providers either in Nigeria or in Saudi Arabia. Specifically, evidence of clearance from indebtedness to NCAA, NAMA, FAAN and SAHCOL or NAHCO must be provided.
- Details/specifications of aircraft to be used
- Verifiable written evidence of ownership or partnership/agreement with the owners of aircraft as confirmed by the NCAA.
- Evidence of ability to make available an authentic flight schedule for the operation not less than four weeks before the commencement of airlift.
- Proposal for Luggage and Passenger Screening (Security) arrangements in Saudi Arabia.
- Proposal for inflight Catering Services in Nigeria and Saudi Arabia with details, names and addresses of the caterers clearly stated and subject to inspection and approval by the relevant regulatory authorities and the Commission.
- Proposal for Crew accommodation during Hajj
- Arrangements for over flight clearance, en-route and landing permit.
- Proposal for Ground Handling services in Nigeria and Saudi Arabia.
- Arrangements with fuel suppliers in Nigeria and Saudi Arabia,
- Evidence of installation of EGPWS as required by NCAA and GACA.
- Evidence of installation of an aircraft tracker/transponder as confirmed by NCAA.
- Organizational structure with names, qualifications and schedule of duties of the key staff of the company.
- An Insurance which must meet the minimum third party (hull passenger, baggage/cargo and third party) liability limit set by NCAA.
- Foreign applicants are also required to submit the above mentioned documents or its equivalents as required by ICAO.

3.) Prospective applicants shall indicate their interest by:

- Pay a non-refundable application fee of N1,000,000.00 (one million Naira) in certified bank draft payable to the National Hajj Commission of Nigeria.
- Collect an application form from the Secretary to the Commission at the Commission headquarters on the above mentioned address.
- Complete and submit the Application form along with copies of all relevant documents on or before the deadline indicated on the form.
- Appear for screening on a date to be communicated after the receipt of the application.

4.) Duly completed Application Form must be submitted to the Secretary to the Commission, National Hajj Commission of Nigeria, No. 1 First Avenue, Off Abmadu Bello Way, Central Business District, Sokoto House, Abuja.
5.) Successful Carrier (s) will pay Hajj licensing fee (Certificate) of one million Naira (N1,000,000.00).
6.) Carriers are expected to independently canvass for passengers from the NAHCON licensed Tour Operators.
7.) Back-up carrier will only be engaged as the need arises and paid for actual pilgrims airlifted.
8.) Please be informed that this request for application is not intended to create any form of contractual relationship or obligations on the part of NAHCON. Consequently, NAHCON shall not be liable to any applicant for any expenses or loss incurred in connection with this Application. NAHCON will contact Pre-qualified Applicants for interview while formal Agreements will be signed with successful Applicants if the need arise.
