Request for Expression of Interest for the Services of Principal Investigator (PI) for Indoor Residual Spray (IRS)

The Federal Republic of Nigeria through the Federal Ministry of Finance has received financing from the International Development Association (IDA)] toward the cost for Malaria Control Booster Project. The Jigawa State Government has signed a Subsidiary Credit Agreement for this credit and intends to apply a portion of the funds to eligible payments for the services of a Principal Investigator for our Indoor Residual Spray (IRS) exercises.

The Consultant will be selected using Consultant Qualification (QC) method in accordance with the policies of the International Development Association (IDA)] detailed in the Guidelines - Selection and Employment of Consultants by World Bank Borrowers which can be found at the following website: www.worldbank.org/procure <http://www.worldbank.org/procure>

Terms of References:

1. The PI is expected to conduct entomological survey in the 3 selected LGAs prior to implementation of IRS in order to determine vector characteristics including susceptibility studies using WHO standard protocols.
2. PI should carry our monthly entomological monitoring in the 3 sprayed and the 3 Control LGAs, for at least 6 months after spray to determine IRS ability to reduce indoor resting density and man biting rate
3. PI should participate in the training of spray operators before the commencement of the IRS
4. PI should provide technical assistance for the establishment and maintenance of Inspectory at the School of Health Technology Jahun
5. PI should carry out Quality of Spray Tests on the sprayed surfaces at the time when the spray is going on
6. PI should conduct efficacy testing monthly on the sprayed surfaces in the 3 intervention LGAs to determine rate of decay of the chemical sprayed.
7. PI is responsible for all laboratory based studies and investigations including Sporozoite rate determination, ELISA test for quality of spray, raising of adequate number of mosquitoes for susceptibility and other studies, as well as all reagents needed for all relevant studies.
8. PI must have a team of supporting staff comprising of data analyst, entomology technicians and public health experts
9. PI should write and send report to the Project Manager monthly after each cycle of entomological monitoring and a final report at the end of the year

Duration of the assignment: 1 year

Required qualifications:
The lead consultant must have at least an Msc in Entomology/Parasitolgy, a
PhD is an advantage supporting staff must have a minimum of first degree or HND in relevant areas of expertise.

At least 5 years experience in malaria vector studies Good knowledge in local language and culture of Jigawa Willingness to carry out field work for days in rural areas of Jigawa Previous experience in work of this nature (especially in Jigawa) is an added advantage.
