The National Authorising Officer (NAO) intends to award a service contract to recruit a consultant who will mobilise a Technical Assistance Team (TAT) to assist the Contracting Authority, who is also the National Authorising Officer (NAO), to implement the Routine Immunisation Component of the EU-Support to Immunisation Governance in Nigeria in the National Primary Health Care Development Agency (NPHCDA) and in the twenty-three EU-SIGN target states of Abia, Cross River, Gombe, Kebbi, Osun, Plateau,Lagos, Ogun, Edo, Akwa Ibom, Rivers, Ebonyi, Anambra, Kogi, Kwara, Bauchi, Yobe, Jigawa, Katsina, Kaduna,
Zamfara, Sokoto, Kano and the FCT.
The EU-SIGN project is a successor project of the 7th EDF PRIME (Partnership to Reinforce Immunisation Efficiency) and 9U EDF SRIK (Support to Routine Immunisation in Kano) projects. It aims at addressing (i) weak management capacity for quality routine immunisation (RI) service delivery at the state and local government area (LGA) levels and (ii) persistent transmission of the wild polio virus in Nigeria with focus on sustainability, good governance and accountability framework at the federal level and in the twenty-three EU- SIGN target states and the FCT.
The services to be provided by the consultant are grouped in 5 categories (non-exhaustive):
(1) Project Management, (2) Facilitation of State and LGA management systems and stewardship of PHC, (3) Implementation of projects in target States and LGAs, (4) Information processing, monitoring and reporting, (5) Coordination with stakeholders and other donors.
Location of the assignment is Abuja and in the 23 target states and the FCT. The contract shall be for a period of 3 years with the possibility of extension through Negotiated Procedure with financial assistance from the 10th EDF.
