This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business No. 733 of August 31, 2008.
The Federal Republic of Nigeria and the Republic of Cameroon have received financing from the African Development Bank (AIDB) toward the cost of the Transport Facilitation Programme for the l3amenda- Mamfe - Abakaliki -Enugu Road Corridor, and intends to apply part of the agreed amount for this loan to payments under the contract for
Consulting Services for the Awareness Campaigns for STIs/HIV/AIDS, Malaria, Road Safety and Environmental Protection along the project corridor.
The services included under this project are:
- Review of the key issues identified in the Project Appraisal Report (PAR) and the
- Environmental/Social Management Plan (ESMP) and any other issues emerging during the project implementation covering the following areas: STIs/HIV/AIDS, Malaria, Road Safety and Environmental Protection.
- Development of a document that will guide the awareness campaign on HIV/AIDS, Road Safety, Environmental Protection and Malaria; (this document should include among others the Sensitization Strategy (Methodology) and Implementation Plan.
- Identifying the communities that lives within 2km radius of project corridor where the campaign shall be feasible and recommend measures to ensure sustainability of the awareness campaigns after the expiry of the contract. The consultant shall also recommend measures for strengthening the institutional and technical capacities of relevant Government Agencies and other service providers, among others.
- Monitoring and Evaluation of Awareness Campaigns; the consultant shall define and establish a Monitoring and Evaluation System for measuring the success of the sensitization program. This task shall include but not limited to;
- Identification of indicators,
- Establishing their baseline values,
- Monitoring of the indicators during Implementation of the Campaigns,
- Handing over the Monitoring and Evaluation System to the client at the expiration of the contract.
- Carry out detailed awareness campaign on STIs/HIV/AIDS, Malaria, Road Safety and Environmental Protection along the project corridor
- Identify baseline monitoring indicators for the sensitization program to enable the client measure the success of the exercise.
The intended contract duration shall be six (6) months.
The Road Sector Development Team of the Federal Ministry of Works on behalf of the Federal Republic of Nigeria now invites eligible NGOs to indicate their interest in providing these services. Interested NGOs must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Specifically, NGOs are to provide the following information:
- Full profile with all details (address, contact person, telephone/fax numbers, e-mail).
- General organizational capability and resources (staffing, years of experience in the above field).
- Experience profile (services description, services amounts and contracting organizations/entities).
- Demonstration of ability to carry out awareness campaigns in the Field of HIV/AIDs, Malaria, Road Safety and Environmental protection.
- Evidence of intended joint venture partnership agreements where consultants intend to associate.
NGOs may associate to enhance their qualifications.
Eligibility criteria, establishment of the shortlist and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of consultants” May 2908 edition, which is available on the Bank’s website at
http://www.afdb.org. Borrowers are under no obligation to shortlist any NGO who expresses interest.
