This request for expression of interest follows the General Procurement Notice for this project that appeared in the dgMarket website, issue No. 1688882 of March 20th, 2007.
The Federal Government of Nigeria has received a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this credit to payment under the consultancy services to engage a Firm for the Assessment, Sustainability and Repair Plan of Boreholes Constructed by LMDGP.
Lagos Metropolitan Development and Governance Project (LMDGP) in accordance to its sustainability plan will be assessing its 73 completed boreholes across all 9 slums within the Lagos metropolis. These boreholes have addressed and met the needs of their respective communities; unfortunately a host of them are non-functional due to construction defects and poor maintenance. In order to address these issues and rectify them, LMDGP will require a thorough assessment to be carried out.
The role and responsibilities of the firm is to assess, prepare repairs, maintenance and sustainability plan for all 73 boreholes.
The overall objectives of the assignment are:
- To assess the state of all the boreholes and identify the ones that are functioning and the problem(s) affecting the ones that are not functioning.
- To specify the technical nature of the problems affecting the non-functional boreholes and prepare cost estimate for the repairs.
- To draw up maintenance and sustainability plan for the management of the boreholes.
- To prepare geophysical logs for each of the 73 boreholes thereby indicating the strata of the soil.
The firm will undertake the following works:
- Inspection and technical assessment of the 73 Boreholes in the 9 Slum Communities
- Assess water quality and submersible pump.
- Prepare technical plans for repairing all non-functional boreholes and its accessories and a separate plan for the maintenance and sustainability of functioning ones and its accessories.
- Establish contacts with all stakeholders including Lagos Water Corporation, CDAs and other relevant agencies to obtain their inputs for the preparation of management frame work.
- Review the management framework for functional and nonfunctional boreholes and propose a management framework for sustainability of the project.
The Lagos Metropolitan Development and Governance Project now invites eligible Consulting Firms to indicate their interest in providing the services. Interested Consulting Firms must provide information indicating that they are qualified to perform the services (through their brochures and Company Profiles stating description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualification.
