Adamawa State Agency for the Control of HIV/AIDS - Request for Expression of Interest for CSOs and PSOs to Provide HIV/AIDS Services

Adamawa State Agency for the Control of WV/AIDS has received financing from the International Development Association (IDA) to coordinate the HIV/ AIDS Program Development Project (HPDP 2) and intends to apply part of the proceeds for consultancy services.

This is a call for Expression of Interest from qualified and competent organizations to respond to one specific service or multiple category- Prevention of new HIV Infections and care and support services.

Organizations are expected to work with any or all specified target populations within the specified geographic coverage areas to deliver evidence based. HIV intervention packages in line with international standard and best practices. Also note that current target and geographic locations are based on estimates, however findings from epi-appraisal will provide more accurate data therefore CSO should be willing to accommodate such changes.

Prevention of New HIV Infections

Most At Risk Populations (MARPs)
  • Target population: Female Sex Workers.
  • Geographic Coverage Area: Yola North, Mubi North, Numan, Pufore, Mubi South and Yola South LGAs.
  • Intervention packages
    • Behavioral: education community dialogue/outreaches
    • Biomedical: HCT, PMTCT, condom and lubricants programming and STIs control and management.
    • Structural: interventions to address: policies socio cultural norms, individual empowerment, stigma and discrimination and gender issues

Other Vulnerable Groups
  • Target population - Transport workers (TW).
  • Geographic Coverage Area: Yola North, Yola South, Mubi North, Mubi South) Ganye, Pufore, Michika, Maiha, Gombi and Mayo Ilelwa Local Government Areas.
  • Intervention packages
    • Behavioral: education and community dialogue.
    • Biomedical: HCT, PMTCT, condom and lubricant programming.
    • Structural: stigma and discrimination, gender issues, linkages and referral.

  • Target population -Uniform Service Personnel (USP),
  • Geographic Coverage Area: Yola North, Yola South, Mubi North, Mubi South, Ganye, Pufore, Michika, Maiha, Mayo Belwa Local Government Areas.
  • Intervention packages -
    • Behavioral: education and community dialogue.
    • Biomedical: HCT, PMTCT, condom and lubricant programming.
    • Structural: stigma and discrimination, gender issues, linkages and referral.

  • Target population -Youth and young adult with high levels of partner change.
  • Geographic Coverage Area: Yola North, Yola South, Mubi North, Mubi South, Ganye, Fufore, Michika, Maiha, Gombi, Hong, and Mayo Belwa Local Government Areas.
  • Intervention packages
Behavioral: education and community dialogue.
Biomedical: HCT, PMTCT, condom and lubricant programming.
Structural: stigma and discrimination, gender issues, linkages and referral.

Prevention of Mother to Child Transmission
  • Target population: Pregnant women.
  • Geographic Coverage Area: Yola North, Yola South, Mubi south, Michika, Numan and Ganye
Intervention packages -
Behavioral: education and community dialogue.
Biomedical: HCT, PMTCT, condom and lubricant programming.
Structural: stigma and discrimination, gender issues, linkages and referral.

2. Care and Support
Organizations are expected to deliver evidenced based care and support services to people living with HIV/AIDS within the specified geographical areas
  • Target population: People Living with HIV/AIDS
  • Geographic coverage Area: Ganye, Guyuk, Shefleng, Maiha, Mubi south LGAs
Intervention Packages-
Behavioral:
education and community dialogue.
Biomedical: HCT PMTCF, condom and lubricant programming. Structural: stigma and discrimination, gender issues, linkages and referral

Selection Criteria

Adamawa SACA invites eligible organizations to express their interest in providing any of the above mentioned services. Interested Organization’s must provide information indicating they are qualified to perform the services which include evidence of registration with CAC not less than one year, brochures / organizational profile containing area of expertise, description of similar assignments with delivered results, demonstrate logistics and infrastructural capacity to deliver, experience in similar projects, availability of adequate staff with appropriate skills, office accommodation located within the state, operational governance structure and process, understanding the culture and traditional values including local languages of the project areas, evidence of working in and with the community and evidence of financial management. Organizations are encouraged to associate to enhance their qualifications. Organizations should also indicate interest focusing on their area of competency through a formal letter.

General Terms and Conditions
  • Organizations will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrwers (January 2011 edition). All Expression of Interest must be submitted in triplicates (three hard copies), one CD -Rom and delivered to Adamawa State Agency for the Control of AIDS (ADSACA) not later than 30 days from the date of Advertisement
  • The sealed envelope must be clearly marked ADSACA Expression of interest for HAP implementation.
  • Only organization shortlisted for the next stage would be contacted for further details.

The expression of interest should be addressed and delivered not later than 4pm on the 07/04/2013 at ADSAC.A office as addressed below between the hours of 8:00 a.m to 4:00 p.m.
