Request for Expression of Interest (EOI) for the Development of a Regional Town within the Low Land of Isheri Town in Ogun State.

1.) Background
The Government of Ogun State is seeking partners in development of the low land of Isheri town adjourning the Lagos-Ibadan Expressway and the vision is a 8eIf sustaining regional town which will comprise of leisure, hospitality, commerce and residential real estate. The approximate size is 2000 hectares.

OGSG now intends to invite Expression of interest (EOI) from a Consortium of reputable Consultants, developers, contractors and investors with the requisite experience to submit qualifications for the purposes of being short listed to participate in a competitive tender for the redevelopment of the site into a world class facility.

The envisaged procurement structure is a design, build, finance, operate and transfer model.

On behalf of OGSG, the Ministry of Housing in conjunction with the Public Private Partnership (PPP) office, hereby Invites EOI submissions from interested parties.

2.) Project Scope
The requirements for the project scheme will include but not limited to the following:
  • Dredging and flood control Dredging of the Ogun River axis to accommodate the required water - body for the leisure and hospitality activities. Flood control system must have a retention basin Which has adequate flood retention capacity.
  • Sand filling Sand filling of the low land which is approximately 3m above sea level to 1Cm & 15m above sea level based on design.
  • Infrastructure and services - provision of infrastructure such as road networks and drainages, light rail, power plant, water, gas and sewage faculties.
  • Urban Community - Creating a regional town with mixed used development built around the magnets of leisure, hospitality and commerce on a land size of 2000 hectares.
  • Financial modelling and delivery - The consortia will be responsible for the successful financing and construction phase of the regional town/center,

3.) Step One: Requirements from Interested Parties
In order to be pre - qualified, the prospective consortia must have the relevant experience in innovative design, construction, financial analysis and they must also be able to show evidence of funding and capacity to execute projects of this size.
  • Full name and nationality (country of registration) of the company and contact person, postal address, telephone, and e-mail addresses.
  • Ownership structure including name(S) of shareholders and percentage shareholdings,
  • Company registrations include Certificate of Incorporation, certified true copies of Memorandum and Articles of Association and GAG form C07 or the equivalent
  • Most recent 3 Years Audited Financial Statements and latest Management Accounts.
  • Project team, including specialist consultants and a list of key personnel and organizational chart, their qualifications and relevant experience.
  • Evidence of previous experience in carrying out similar works in the development and operation of facility, including the following details:
    • Name of Project, Brief Description and Client,
    • Scope of work,
    • Contract Value,
    • Contractual Period,
    • NATURE OF Contract (PPI lump sum etc).
    • Name and address of related clients referee.

It is pertinent to note that preference shall be given to submission that demonstrates exceptional value for money, development and design innovations.

5.) Step Two: Request for Proposals (RFP)
Successful firms shall be contacted and an official REP will be sent to them.

The project will be executed according to World Bank standards.

It should be noted that this Invitation does not constitute a commitment on the part of OGSG and / or the Ministry of Housing to award the project to any firm or consortium expressing interest, Furthermore the submission of documents shall not entitle any of the interested parties to any claims against OGSG and/or the Ministry of Housing by virtue of such firm or consortium having responded to the EOI invitation. All costs incurred by respondents as a result of this EOI invitation and any subsequent request for information shall be for the respondent’s account only.
