The Federal Government of Nigeria is receiving financing from the International Development Association (IDA) and the European Union (EU) towards the cost of the STATE EMPLOYMENT AM) EXPENDITURE FOR RESULTS (SEEFOR) PROJECT. Delta State is participating in the project and intends to apply part of the proceeds for consulting services.
The consultancy services are required to support the State’s efforts to review and modernize Public Finance Management Legislations, Budget preparation and Execution processes. Accounting, Expenditure Control and Financial Reporting.
The Delta State Employment and Expenditure for Results (SEEFOR) Project now invites eligible consulting firm ("Consultants") to indicate their interest in providing the Services, Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are:

1.) A firm with expertise in Public Finance Management with considerable experience in Public Sector Accounting, Budgeting, investment and Financial Management and at least 15 years experience.

2.) Proven track record of similar assignments previously carried out.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits and Grants) by World Bank Borrowers January 2011 ("Consultant Guidelines"), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the Consultant Guidelines.
