Invitation for Technical and Financial Bids from Interested Bidders for Projects under the 2013 Appropriation Act



The Benin-Owena River Basin Development Authority (here in referred to as “the Authority), a Parastatal of the Federal Ministry of Water Resources, is desirous of executing various water related projects. In compliance with the Public Procurement Act, the Authority hereby invites interested Contractors to submit Technical and Financial Bids for the implementation of her Capital Projects in her 2013 Appropriation as follows:

78. Construction of Hand pump Boreholes at Ekiti South West/lkere/lse-Orun LGAs, Ekiti State

Eligibility Criteria
Competent and interested Companies who hold the requisite experience, equipment and plants who desire to execute any of the projects are required to submit their Firms’ Profiles (Serially as Itemized below, paged and with table contents ) which must include but not limited to the following documents.

For Works

• Evidence of registration with Corporate Airs Commission (CAC) by inclusion of Certificate of Incorporation and Articles of Association
• Last three (3) years Tax Clearance Certificate (2010-2012) with the Company Tax Identification Number (TIN);
• Value Added Tax (VL) Registration and Remittance
• Detailed Company Profile -For authentication purpose, photocopies of professional certificates of personnel must be signed and sealed by the owner
• Evidence of ownership of/or access to lease of relevant construction equipment and their status (where applicable)
• Evidence of experience as a Contractor in at least five (5) projects of similar nature and complexity with verifiable letters of contract award and certificates of job completion (if already completed) within the last five (5) years (works cited should at least be 70 % physically completed);
• Evidence of liquidity or access to credit facilities of not less than N50, 000,000.00 (Fifty Million Naira) from an acceptable reputable bank
• A Copy of Memorandum of understanding (MoU) in case of Bidders in joint Ventures (JV);
• Full accounts details including SORT code;
• Evidence of Pension Compliance Certificates from National Pension Commission
• Evidence of industrial Training Fund (LT.E) Clearance Certificate;
• Acceptable Quality Assurance/Quality Control Manual;
• Three (3) Years Audited Accounts (2010-2012) signed and sealed by a Licensed Auditor and
• This Audited Account must have at turnover of the same value as in the Tax Clearance Certificate.

Bid Security:
For Financial Bids in the value of Ten Million Naira (N10, 000,000.00) and above, the Bid should accompany with Standard Bid Security or Bank Draft which should be 2% of the Tender Sum.

Submission of Bids:
Completed Technical and Financial Bids shall be submitted in Two bard espies and One Electronic copy (non-rewritable, compact disk/DVD) in two different sealed envelopes and labeled “Technical and “Financial Bid” respectively with “Project category and Lot Number “at the top right corner enclosed in a Third envelop on which is also indicated the Project category and Lot Number at the right corner and addressed to:

Note that:

• On the two (2) inner envelopes should carry the bidder’s name.
• All bids must be signed by an authorized signatory of the bidder(s). Any unsigned bids will be disqualified the signature on the summary page of the financial bid must be directly below the quoted tender sum
• Technical bids will be open immediately upon closing at the Authority’s Conference Hall, Obayantor.
• Only firms whose technical bids fulfill the minimum requirements would have their financial bids considered for the next stage.
• All documents submitted by bidders maybe subjected to due diligence checks in accordance with the Procurement Act 2007.
• For contractors bidding for more than one lot, each Lot must be packaged and submitted separately
