Invitation to Tender for Application for an Oil Pipeline Licence, Rivers State


Notice is hereby given in accordance with section 8 of the Oil Pipeline Act, (cap 338 Laws of the Federation of Nigeria, 1990) that The Shell Petroleum Development Company Of Nigeria Limited has applied for the renewal of a licence to enter upon, take possession of and for 20 (twenty) years a strip of Land for the purpose of laying a 12 inch diameter oil pipeline from a point ‘TP1-0’ at the existing Adibawa Flow Station in Ahoada West LGA of Rivers State to a point ‘TREND at the Okordia Manifold in Yenagoa LGA of Bayelsa State.

 

On the route of which is demarcated on the ground by a survey trace marked with red stakes and is herein described:

Description:

All that strip of land approximately 6.98 km long within concession OML 27 situated within Ahoado West LGA of Rivers State and Yenagoa LGA of Bayelsa State, the route of which traversed dry land and is shown verged in red in the Company’s plan nos. Ref. EP201205205118001 .mxd

 

The widths of the Way leave will be variable and will be approximately as follow: -

Where the route of the line traverses dry Land 15m In the vicinity of all turning points (TP.s) 15m

 

The route of the Line is described in the following text: where in the following text the bearing of the Line is described as proceeding to a certain TPI., the Line will follow a Simple curve from a tangent point before the TPI., and will enter the next bearing at a tangent point after the TPI the exact distance from tangent point to tangent point will vary according to the radius of the curve used.

 

 

  • Starting from the existing Adibowa Flow Station in Ahoada West LGA of Rivers State
  • (Marked TP.0 on the plan) the route then proceeds on a bearing of 210° 28 for a distance
  • Of 0.410 Kilometers too point marked TR1 Thence on a bearing of22 °37 for a distance
  • Of 0257 Kilometers to a point marked TR2, thence on a bearing of 21 3°1 2 for a distance
  • Of 0.248 Kilometers to a point marked TR3, thence on a bearing of 227°1 0 for a distance
  • Of 6.1 31 Kilometers to a point marked TR4, thence on a bearing of 1 23°32 for a distance
  • Of 0.155 Kilometers to a point marked TP.5, thence on a bearing of 139°29’ for a distance
  • Of 0.33 Kilometers to a point marked TP.END, at the existing Okordia Manifold in Yenogoa Local Government Area all of Bayelsa State.

Requirement:

All bearing and distances ore approximate and all bearings refer to Grid North. The Oil Pipeline will have a minimum soil cover of 1 (one) meter.

A Copy of a plan of the Pipeline route identifying the Land affected can be inspected during all normal working hours at the Ministry of Lands and Urban Development, Yenogoa, Bayelsa State, Department of Petroleum Resources, Port Harcourt or the offices of the aforesaid Company

 

 

Note:

  • Any person who considers that his Land or interests will be injuriously affected by the grant of the Licence should lodge orally or in writing with the Permanent Secretary, Ministry of Lands and Urban Development, Yenagoa, notice of objection stating the interest of the objection and the grounds of the objection.
  • Any public officer who receives a verbal objection in the course of his duty shall record the name and address, interest and grounds of objections and shall forward such details to the Permanent Secretary, Ministry of Lands and Urban Development, Yenagoa.
  • Matters relating to the amount of compensation payable by the aforesaid Company for its use of the Land affected shall not be material grounds to include in a notice of objection.
  • Permanent Secretary, Ministry of Lands and Urban Development, Yenagoa, shall enquire into the objection (if any duly lodged in accordance with paragraphs 3 and 4 above at his office at Yenagoa, at 10a.m. on the 28th day of November, 2013 giving all parties an opportunity to be heard.
  • Compensation (if any) payable by the aforesaid Company for its use of the Land affected shall be determined by negotiation between the Company and the Land owners and/or occupiers.
