The Greater Port Harcourt City Development Authority (GPHCDA) is established by law with a mandate to facilitate the implementation of the Greater Port Harcourt Master Plan and build the New, City. GPHCDA is desirous of promoting the accelerated development of the New City and intends to engage a firm for the implementation of an Investment Advisory Consultancy and Brand Marketing services as follows below:

Scope of Services

• Design the proper investment framework for attracting private investment to the project
• Develop business investment Plan and Strategy
• Develop Private Sector Participation Strategy
• Develop framework for evaluation of potential investors
• Develop Project Management Strategy for Marketing and Promotion

Eligibility Criteria
GPHCDA now invites sealed technical and financial proposals from suitably qualified firms for the implementation of the services of Investment Advisory Consultancy and Brand Marketing.
Interested Bidders are to provide the following as minimum requirements for evaluation of their proposals.

• Evidence of registration with Corporate Affairs Commission
• Evidence of Tax Clearance Certificates & Tax Identification Number (TIN)
• Evidence of financial capability (a reference letter from a credible commercial bank)
• Evidence of registration with relevant Professional Bodies (if any)
• Evidence of similar contract executed or on-going
• Audited financial statement in the last 3 years or an Audited Statement of Affairs
• The delivery period should be clearly stated in the proposal in the form of a project plan

The proposal process will be conducted through competitive tender procedures in accordance with the Rivers State Public Procurement Law No 4 of 2008, and is open to local, national and international Tenderers.
Interested Tenderers may obtain further information from and inspect the detailed Scope of Services document at the EGPHDA offices at the address below during local business hours.
The document may be purchased by interested Tenderers at the address below or on submission of a written application to the address below and upon payment of a non-refundable fee of Fifty Thousand Naira (NGN50, 000.00) in bank draft in favour of Greater Port Harcourt City Development Authority.

Submission of Proposals
Completed Technical and Financial Proposals for the provision of the services [Five Sets One Original and Four Copies] shall be submitted in two separate sealed envelopes labeled “Technical Proposal” and “Financial Proposal, Do Not Open with Technical Proposal” and both sealed in a third envelop marked “Investment Advisory Consultancy” at the top right corner and addressed to:

Please note:

• Proposals must be accompanied by a Bid Security in the amount of two percent (2%) of the estimated Proposal sum inclusive of VAT. No electronic Proposal submissions will be accepted.
• A compulsory pre-proposal briefing meeting will be held on Monday, 20 January, 2014 at 11:00am prompt at the address below.
• Late proposals will be rejected
• Proposals will be opened in the presence of Bidders’ representatives and any interested parties who choose to attend at the address below on Monday, 3 February, 2014 at 1:00pm prompt.
