The Greater Port Harcourt city is established by law with a mandate to facilitate the implementation of the Greater Port Harcourt Master Plan and build the New City. GPHCDA is desirous of promoting the accelerated development of the New City and intends to engage a firm to offer the following below:

Request for proposal for the selection of consulting firm for the design of an ICT master plan for the greater port Harcourt city area (Contract N0: GPHCDA/PU/ICT/131212)

Overview of Scope of Work
The broad Scope of Work for the Consultant shall include:

• Assessment of current GPHCDA Master Plan for the New City to determine ICT infrastructure needs.
• Design of ICT Roadmap for Greater Port Harcourt City
• Development of an implementation plan for GPHCDA ICT Master Plan in line with engineering development phases
• Identification of integration and information sharing requirements with other Government and non-government organizations

The overall outcome of the project will be to prepare a common ICT Roadmap and Governance Model with a vision for governance of ICT operations across the Greater Port Harcourt City Area.

Deliverables:

• Perform and document Gap Analysis on existing Engineering Master Plan & proposed Smart City Design
• Site Analysis
• Outside Fiber Design
• GPHCDA new Head office LAN Design & Security Layout Plan
• Standard Residential Housing Layout with Security Layout Plan
• Fiber Ring & Manhole Design
• Structured Cabling Design of Data Centre
• Security & Surveillance Design
• Standard Operating Procedures
• Business Model (with Sustainability Plan) for the ICT Master Plan
• Documentation for each deliverable
• Design, build and specification for implementation and management of a live City Portal

Eligibility Criteria
GPHCDA now invites sealed Technical and Financial proposals from suitably qualified companies for the implementation of ICT Consultancy Services. Interested Bidders are to provide the following as minimum requirements for evaluation of their proposals.

• Evidence of registration with Corporate Affairs Commission
• Evidence of Tax Clearance Certificates & Tax Identification Number (TIN)
• Evidence of financial capability (a reference letter from a credible commercial bank)
• Evidence of registration with relevant Professional Bodies (if any)
• Evidence of expertise in the following areas:

Project Management.
Generating Sustainable business models.
Systems integration.
ICT Infrastructure.
Security & Surveillance.
E-government ICT solution.

• Evidence of similar contract completed or on-going
• Audited financial statement in the last3yearsor an Audited Statement of Affairs
• Timelines for the above deliverables should be clearly stated in the proposal in the form of a project plan.

The proposal process will be conducted through competitive tender procedures in accordance with the Rivers State Public Procurement Law No 4 of 2008, and is open to local, national and international Tenderers,
Interested Tenderers may obtain further information from and inspect the detailed Scope of Services document at the GPHDA offices at the address below during local business hours.
The document may be purchased by interested Tenderers at the address below or on submission of a written application to the address below and upon payment of a non-refundable fee of Fifty Thousand Naira [NGN50, 000.00] in bank draft in favour of Greater Port Harcourt City Development Authority.

Submission of Proposals
Completed Technical and Financial Proposals for the provision of the services [Five Sets One Original and Four Copies] shall be submitted in two separate sealed envelopes labeled “Technical Proposal” and “Financial Proposal, Do Not Open With Technical Proposal” and both sealed in a third envelop marked “1CT Consultancy Services” at the top right corner and addressed to:

Please note:

• Proposals must be accompanied by a Bid Security in the amount of two percent (2%) of the estimated Proposal sum inclusive of VAT. No electronic Proposal submissions will be accepted.
• A compulsory pre-proposal briefing meeting will be held on Monday, 20 January, 2014 at 11:00am prompt at the address above.
• Late proposals will be rejected
• Proposals will be opened in the presence of Bidders’ Representatives and any interested parties who choose to attend at the address below on Monday 3rd February, 2014 at 1:00pm prompt.
