This request for expressions of interest follows the general procurement notice for this project titled NG Nigeria-LUTPI (FY10) that appeared in dg market publication of July 16, 2010.
 

Request for the Expression of Interest for the Development of Traffic System Management (TSM) Measures at the Identified Traffic and Accident Black Spots and Development of a Parking Policy & Implementation Plan

The Lagos State Government through the Federal Republic of Nigeria has received a credit from the International Development Association (IDA) for the Lagos Urban Transport Project and intends to apply part of the proceeds of this project to cover eligible payments under the contract for the following consultancy services:

The main objectives of this project is to introduce Traffic System Management (TSM) measures that will provide solutions to the identified traffic bottleneck areas and accident black spots within the three (3) Local Government Areas-Ikorodu, Kosofe and Lagos island LGAs and their corresponding LCDAs. This will in turn result in free flow of traffic, ease the frustration faced by motorists and other road users, reduce incidences of road traffic accidents and bring about a general improvement in road safety in all the three LGAs and corresponding LCDAs. This study will also conduct a comprehensive parking study within the three LGAs and their corresponding LCDAs. The consultant will be expected to quantify the existing and future projected supply and demand for parking and to develop a strategic management plan that will enable the LGAs and LCDAs to properly manage the transportation needs associated with the anticipated future growth of the study area over the next 15 years.

LAMATA now invites eligible consulting firms to indicate their interest in providing the above services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

The short listing criteria are:

  • Evidence showing the fields of specialty of the firm (consultant’s profile/brochures)
  • Evidence showing that the firm is a legal entity (certificate of registration),
  • Evidence of registration with relevant authorities and professional bodies
  • Evidence showing the technical and managerial capabilities of the firm in the field of assignment
  • Description of similar assignments
  • Availability of appropriate skills among staff and availability of essential technology etc

For each project performed the consultant shall provide the name and contact address of the client (office & email address, and telephone number), date(s) of execution, name(s) of lead and associate firms contract amount and financing sources.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guideline Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January 2011, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests.

  • Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all parties.
  • A consultant will be selected in accordance with the World Bank Guidelines: Selection and Employment of (Consultants by the World Bank Borrowers, January 2011.
