This request for expression of interest follows the update of the general procurement notice for this project that appeared in UN Development Business issue of 27th April, 2012 and in Nigerian newspapers of 27th September 2012.


Request for Expression of Interest (EOI) For the Engineering Design and Supervision Works of Erosion Control Sites
 

As part of Governments commitment to transformation of the Nigerian socio-economy landscape, a multi-sector project is being executed in Nigeria to mitigate the vulnerability to erosion and support the people as they relate to their land. The Nigeria Erosion and Watershed Management Project (NEWMAP) is an 8-year multi-sectoral and multi-scale program that targets states with acute gully erosion. The project is involving many Federal and State Ministries, Departments and Agencies (MOAs), Local Governments, communities and civil Societies which are responsible for Planning, economy, finance, works, agriculture, water resources, forests, transport, power, emergency response as well as those focused on climate and hydrological information or watershed/basin regulation. In order to achieve this, the Federal Government of Nigeria (FGN) has received a credit of US$500 million from the International Development Association (IDA) for the implementation of Nigeria Erosion and Watershed Management Project.

Ebonyi State which is participating in the implementation of the project intends to use part of the proceeds of the credit for Engineering Design and Supervision works for erosion control sites in various locations in the State.
 

Objective

Ebonyi State Nigeria Erosion and Watershed Management Project (EB-NEWMAP), the implementing agency in the State has the responsibility of providing a “Damage Control’ to slow the expansion of targeted set of aggressive gullies across the State, thereby reducing the loss to property and infrastructure and helping cultivate community ownership; influencing the gully intervention to support integrated watershed management and move towards greater adoption of sustainable land and water management practices by local people in the sub-watershed where the gullies are located. Therefore, the purpose of this consultancy services is to select a qualified firm which will be required to carry out engineering design and supervision of works at the identified erosion sites across the State which are recognized as threat to the safety of lives and property.

The consulting firm will be hired for an initial period of two years to provide services under the following two phases.
 

Phase I: Detailed Engineering Designs

When a site is identified by the project, the consultant will be responsible for preparing the detailed engineering designs including consultation and planning for integrated watershed planning and management; involving topographic survey, geotechnical investigation, hydrological, hydraulic, geotechnical (incl. survey of construction materials) and structural engineering analysis, engineering cast estimates and bill of quantity (BOQ) excluding bidding documents for the identified erosion control intervention sites. The contract agreement to be signed for the first phase shall be a Lump Sum Contract.
 

Phase II: Supervision of Construction Works

When a bidding process has been successfully concluded and a contract sign, the consultant will supervise the construction works at the site to the satisfaction of the client, and which arise from the detailed design activities undertaken. To ensure that high quality construction with detailed supervision is achieved and to ensure that all associated works are carried out in full compliance with the engineering design, working drawings, bill of quantities, technical specification and other contract documents, the contract agreement to be signed for the first phase shall be a Timed Based contract.

Although the design and supervision consultant will be procured through the World Bank QCBS selection method under one selection process, the supervision is not automatic but it is largely dependent On the satisfactory performance of the consultant at the design stage. Consultant will only be eligible to continue with supervision (Phase Il) based on satisfactory performance under design (Phase I). The consultants would be required to submit technical and financial proposals separately for Phase I and IL The evaluation process would be carried out based on the proposals submitted for Phase I and II together, but the contract would be awarded only for Phase I and it may be extended for Phase II under the condition that the performance under Phase I is satisfactory.

For sites whose designs have been completed, the consultant will be required to provide Engineering Supervision of the works after contract signature the satisfactory performance of the consultant at each stage of the supervision will determine the continuation of the assignment.
 

Submission of Expression of Interests (EOIs)

The Ebonyi State-Nigeria Erosion and Watershed Management Project (EB-NEWMAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short listing criteria include the following:

  • Evidence showing the fields of specialty of the firm (consultant’s profile/brochures)
  • Evidence showing that the firm is a legal entity (certificate of registration),
  • Evidence of registration with relevant authorities and professional bodies
  • Evidence showing the technical and managerial capabilities of the firm in the field of assignment
  • Experience of working in a similar geographical region,
  • Description of similar assignments,
  • Availability of appropriate skills among staff, and availability of essential technology etc) For each previous project performed, the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount and financing sources.
