The Niger Delta Power Holding Company (NDPHC), a company incorporated by the three tiers of Government of Nigeria for electrical power infrastructure development for the Nigerian economy in partnership with the Federal Ministries of Power and Water Resources is desirous of implementing Hydro Power Projects and Extension of the National Electrical Network System. The NDPHC requires Consultancy Services for Engineering Design and Project Management.

Project Description

The project has three components as shown below:

• Hydro Power Projects: This involves the construction of two new large and one medium Hydro Power Projects and construction of Hydro Power Projects on thirteen (13) existing medium and small dams in various parts of Nigeria.
• Electrical Network System Projects: Involves the construction of critical Transmission infrastructure across the country to enhance the wheeling capacity of the National grid.
• Capacity Building of the NDPHC: Involves the capacity building of the NDPHC Project Management team.

Invitation for Expression of Interest

The NDPHC now invites eligible consultants to indicate their interest in providing the above-mentioned services. Applicants are to provide information indicating that they are qualified to perform the services by providing relevant brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may constitute joint-ventures.

Interested applicants are to reply to this Office by submitting six sets of documents with one electronic copy containing the following:

• Evidence of registration with appropriate regulatory bodies
• Evidence of local partnership for foreign Consultants
• Evidence of Company Tax remittance for the last three (3) years
• Evidence of compliance with the Pension Act for Local Partners
• List and Curriculum Vitae of key personnel for all roles described in the assignment
• Evidence of completion of similar projects
•  Audited financial statement for the past three years with minimum cumulative turnover of:
• US$25Million for Design & Management Consultancy Services
• US$15Million for Hydro Project Engineering Consultancy Services
• US$10Million for Network Project Engineering Consultancy Services
• In case of Joint Venture, each partner must in addition  
• Fulfill a minimum of 25% of financial turnover requirement
• Provide a jointly nominated lead partner
• Provide declaration that all partners will be jointly and severally liable for the service.
• Declaration of previous involvement or interest that may be considered to be in real or apparent conflict with the duties to be performed for this consultancy
• Any other relevant information that would assist in the evaluation of your Expression of Interest,

A consultant will be selected in line with the provisions of the Public Procurement Act 2007 of Nigeria. 

Instructions

Expression of Interest (EoI) should be submitted in an original with five (5) copies and one (1) electronic copy before the closing date. No part of the envelope should reveal the identity of the Proposed Consultant.

Applicants should clearly mark on the top left hand corner the following category of service they propose to offer; as shown below:
