Subsidy Reinvestment and Empowerment Programme (SURE-P) is an initiative of the Federal Government of Nigeria to mitigate the impact of partial removal of fuel subsidy on vulnerable populations in Nigeria. Sure-P is re-investing the “savings” accrued from fuel subsidy reduction into programmes that provide social safety- nets, build critical infrastructures, to improve the lives of Nigerians.
Request for Expression of Interest for the Procurement of a Consulting Firm to Design and Install a Mobile M&E system

In view of the above programmes, it is of critical importance to demonstrate results and outcomes of interventions through high quality and evidence-based program data that will go a long way in informing better planning as well generating optimum buy-in and confidence of stakeholders across levels.
SURE-P’s Monitoring and Evaluation Unit is planning to implement a Mobile Monitoring and Evaluation System to enable the unit deliver on its mandate which is to monitor and evaluate execution of the funded projects, including periodic Poverty and Social Impact Analysis (PSIA) across SURE-P. The end product of this implementation is expected to be deployed across all the projects funded by SURE-P. The mobile Monitoring and Evaluation System is expected to provide a central platform that consolidates projects/programmes data from the two (2) major categories outlined above and make it possible for stakeholders to access resources, share information, and assess the status of each project across the country. The Unit will require the services of a consultant firm for designing and implementing such a System.
SURE-P now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. The services will include:
