Total Exploration & Production Nigeria Limited (TEPNG) invites interested and reputable contractors, with suitable equipment and relevant experience, to apply to be considered for inclusion in the Tenderers’ list for the subject tender. The winner of the tender will be invited to perform Usan 4D seismic survey (Monitor 3) covering approximately 311 km2 in OML 138, deep offshore Nigeria, with water depths ranging between 650m to 950m.The acquisition is scheduled to commence Q1 2015.

Brief description of work scope and specifications:

Successful Tenderer shall provide state of the art seismic equipment/vessels and competent personnel and shall execute the seismic surveys from which data shall to be used for production monitoring purposes.

Technical requirements:

  • A state of the art seismic vessel having the capacity to tow a minimum of Twelve (12) steerable streamers of 6000 meters length with 50 meters separation.
  • A dual source operated at 2000 psi with 25m source centre separation and a flip-flop shot interval of 18.75m. Each source should have a minimum volume of 3390 cubic inches.
  • On-board processing solution and experience

Mandatory Requirements

  • To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the 2D/3D/4D Seismic Data Acquisition (3.10.01) services category of the NipeX Joint Qualification Scheme (NJQS) database. All successfully pre-qualified suppliers in this category will receive an invitation to submit a technical tender for the above acquisition survey.
  • To determine if you are pre-qualified and view the product/service category you are listed for, open www.nipexng.com and access NJQS with your log-in details, click on ‘Continue Joint Qualification Scheme tool’, then on ‘Check my supplier status’ and then click ‘Supplier product group’.
  • If you are not listed in the product/service category but you are registered with the Department of Petroleum Resources (DPR) to do business in the Nigerian Oil & Gas Industry, contact the NipeX administration office at 30, Oyinkan Abayomi Street, lkoyi, Lagos with your DPR certificate as evidence for verification and necessary update.
  • To initiate the NJQS pre-qualification process, access www.nipexng.com to download the application form, make necessary payments and contact NipeX office for further action.
  • To be eligible, all tenders must comply with the requirements of the Nigerian Oil and Gas Industry Content Development Act, 2010. Non compliance shall result in disqualification from tendering for this opportunity.

Nigerian Content

Tenderers should note that they will be requested to give full details of their relevant strategy to ensure that they fully comply with the Nigerian Oil & Gas industry Content Development (NOGICD) Act, 2010 during the technical tender stage as non-compliance will constitute a fatal flaw in all tender evaluations.
In line with the above, Tenderers will be required to ensure that information on the following, among others, is included in their technical submission:

  • Demonstration that their entity is a Nigerian registered company by submitting certified true copes of CAC form 10,02 & 07(or its equivalent; CAC 2.3, 2.4, 2.5, etc) including memorandum  & article of association and other evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
  • The maximization of Nigerian content is a key contract priority, therefore, for multinationals; submit evidence to show that the local company is an indigenous registered Nigerian company with same documents listed above. The group must also show evidence of alliance or joint venture binding agreement duly signed by the CEOs of both parties, stating the specific responsibilities and work scope to be performed by each member of the alliance for this contract
  • Detailed description of the location of in-country committed facilities & infrastructure (assets, equipment, technical office, administrative space, storage, workshop, assembly area, repair & maintenance, testing, laboratory, etc) in Nigeria to support this contract or submit a credible and verifiable plan towards setting-up such. International and multinational companies would be required to demonstrate that 50% of the equipment deployed to the work is owned by their Nigerian subsidiaries.
  • Evidence (list of personnel and positions with organizational chart to substantiate) of the percentage of key management positions held by Nigerians and the percentage of Nigerians in the total workforce.
  • Tenderer’s corporate organization’s overall human resources structure (management, supervisors, senior & junior skilled officers, etc) identifying positions manned/occupied by Nigerian nationals with evidence of type of employment in-country and identifying the positions manned/occupied by other nationalities.
  • Percentages of the skilled manpower and labour including key personnel that will be positions for Nigerian nationals and the percentage that will be positions for other nationalities for this contract in order to maximize the utilization of Nigerian resources on the contract in line with government policies.
  • Identify the positions that would be occupied by Nigerians and the positions to be occupied by other nationalities (include as a table the list of all skilled positions & key personnel and identify their manning nationality).
  • Provide a project-specific training, man-hour budget, skill development and technology transfer plan for Nigerian personnel or indigenous business including evidence of past performance on training and development for Nigerian nationals & and indigenous business. Plan for sponsorship of Nigerians to acquire competence and/or certification and further development of local employees as professionals

  • Full tendering procedure will be provided only to contractors that have been successfully pre-qualified in NJQS
  • This advertisement shall neither be construed as any form of commitment on the part of TEPNG to award any contract to any company and/or associated companies, subcontractors or agents, nor shall it entitle pre-qualified companies to make any claims whatsoever, and/or seek any indemnity from TEPNG and/or any of its partners by virtue of such companies having been pre-qualified in NJQS.
  • All cost incurred in registering and pre-qualifying for this and other product/service categories in NJQS shall be borne solely by the suppliers.
  • Only Tenderers, who are registered in NJQS services category 2D/3D/4D Seismic Data Acquisition Services (3.10.01), shall be invited to submit technical tenders.
