The Nigerian Petroleum Development Company Limited has a work programme to drills complete and test wells in an onshore field on behalf of the JV Partners (NNPC, SPDC, TEPNL & NAOC). The estimated duration for the drilling and completion project is twenty four (24) months with 12 months optional extension period.

Tender Opportunity for the Onshore Drilling Services NPDC

Scope of Work:
The Integrated Oil and Gas Development projects (IOGD) are expected to commence 1st Quarter 2015 for duration of twenty four (24) months with 12 months optional extension period.
Tenders are therefore required from suitable and reputable companies having the requisite experience and capability in respect of the work packages,

As a minimum requirement, the selected Contractor shall have the necessary experience, capability and shall be fully responsible for the provision of Equipment and Services suitable for use in an onshore operation as listed in the table below;

NPDC Tender No: EGBW-IOGD-2.007A, Downhole and Drilling Tools Rental Services

Scope of Work Description: Contractor must be able to provide the following:
  • Drilling Tools/Equipment Rentals Services including but not limited to the following: Drilling tools (various sizes of drilling jars, subs, hole openers, under-reamers, accelerators, drill collar, heavyweight drill pipes, drill pipes, pup joints, cross-over, bit subs, non-magnetic drill collar etc);
  • BOP related equipment 5K, 10K and 15K rated (various sizes of flanges, double studded adaptors, riser spools, BOP flanges, BOP rams & other accessories, IBOP valves, Kelly valves, side entry subs, safety clamps, stabbing guide, mud basket etc);
  • All necessary Consumables and spare parts; and
  • All other related equipment, tools and experienced personnel necessary to satisfactorily perform the above services.

Scope of Work Description: Contractor must be able to provide Fishing Tools and Services including but not limited to the following:

  • Single trip whipstock system for casing sizes7”, 7 5/8, 9 5/8, 13 3/8 and 20” of light and heavy wall thickness;
  • Various types and sizes of mills (starting, window, watermelon, string, section, junk and tapered mills) dressed with tungsten carbide particles;

Scope of Work Description: Contractor must be able to provide Core Acquisition Services Equipment and Preservation Services including but not limited to the following:

  • Coring Equipment & Tools (12 1/4, 8 1/2 and 6 Coring system/tools for consolidated and unconsolidated formation);
  • Coring services (consolidated and unconsolidated formations);
  • Core preservation services;

Scope of Work Description: Contractor must be able to provide Coiled Tubing Unit, Tubing Services Equipment & Nitrogen Lift Services including but not limited to the following;

  • Truck mounted coiled tubing unit - coil tubing control cabin with impact resistant windows and contains all necessary controls, communication and calibrated monitoring facilities to ensure a safe and efficient operation;
  • Coil Tubing Lift Frame as per API 8C with power supply and accessories,

Scope of Work Description: Contractor must be able to provide Downhole Completions Downhole Completions Services including but not limited to the following;

  • Downhole Completions equipments
  • Consumables/spare parts; and
  • Other related equipment, personnel and services, the completion design is projected to achieve the following objectives:
  • Sand Control in the forms of Downhole Completions, Expandable Sand Screens
  • Completion design and equipment for sand control design in 9-5/8, 7” cased hole and 12-1/4”Open Hole

Scope of Work Description: Contractor must be able to provide Gravel Pack, Frac Pac, Gravel Pack Equipment & Services Single Trip Pert Pac Equipment and Services including but not limited to the following;

  • Pumping Equipment (pumping unit, flowlines, valves, hoses, add mixer, acid return tanks, etc);
  • Packing Materials (chemicals, proppant, etc);

NJQS Code/Category- Production/Technology: 3.04.26 & 3.15.07 (Cutting, Injections/Cutting Disposal Services Waste Management Services)
Scope of Work Description: Contractor must be able to provide Cutting Disposal Services including but not limited to the following

  • Waste Management Services) Mobilize equipment and tools to designated drill site and install Verti-G system, Augers or equivalent system.
  • Collect drill cuttings and liquid waste mud from site into skips and vacuum trucks
  • Transport cuttings and liquid mud to treatment facility
  • Treat and Dispose off waste as per the guidelines of DPR and Federal Ministry of Environment (FME).
  • Contractor to provide an auditable system for tracking all cuttings and drilling wastes throughout the collection, storage, processing and disposal process. These records shall be made available to NPDC and Government Agencies Including but not limited to DPR and Federal Ministry of Environment (FME).
  • Contractor must have sufficient capacity to ensure that service interruptions must not occur.

Nigerian Content
Company is committed to the development of the Nigerian Oil and Gas business in compliance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
As from the commencement of this act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule to the Act and other targets as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB),
NNPCJNPDC iv requires their contractors to comply with the Act, its 5 attached schedule and any applicable regulation developed by the NCDMB.

Nigerian Content in the Nigerian Oil and Gas Industry is defined as:
“The quantum of composite value added to or created in the Nigerian economy by a systematic development of capacity and capabilities through the deliberate utilization of Nigerian human, material resources and services in the Nigerian Oil and Gas Industry”
“Nigerian Company” is a company formed and registered in Nigeria in accordance with the provisions of Companies and Allied Matters Act with not less than 51% equity shares by Nigerians.
Bidders shall consider Nigerian Content as an important element of their overall Project Development and Management Philosophy for project execution.

As part of their submission, Tenderers shall:

  • Develop an NC Plan which shall explain the methodology of how it intends to comply with the requirements of the Act and how to achieve the set target(s) in the Schedule of the NOGICD Act and any target set by the NCDMB for required services. The plan must show utilization of Nigerian Labour Services, Materials and Equipment for the service in order to achieve the requirements of the NOGICD Act.
  • Provide provide a detailed description of its committed infrastructure (asset, equipment, technical office and administrative space, storage, workshop, etc) in Nigeria to support this contract Tenderers will be required to demonstrate that 50% of the equipment deployed for operations are owned by Nigerian subsidiaries
  • Provide evidence of Nigerian Content Equipment Certif4tion (NCEC)
  • Demonstrate that its entity is a Nigerian indigenous company. Provide details of its Ownership Structure. Submit certified true copies of (AC forms (C02 and C07) including memorandum and article of association (Please note this service is exclusively reserved for Nigerian Indigenous Companies)
  • Submit a plan on how it intends to give first consideration to services provided from within Nigeria, raw materials, manufactured and assembled goods of Nigerian origin.
  • Provide evidence of specific training, certification programme man hour budget, skill development and technology transfer plan in place for its Nigerian Personnel including list of relevant training and development for indigenous staff in the last 3 years.
  • Provide human Capacity training plan for. Nigerians for the development of skill pool
  • Provide evidence (personnel list and positions with organizational charts to substantiate) of percentage of key Management positions that are Nigerian Nationals and the percentage of the Company total workforce (direct and in-direct employees) that are Nigerians.
  • Bidders failure to comply with the NOGICD Act or demonstrate commitment to Nigerian Content Development will result in bidder disqualification.
