This invitation follows the General Procurement Notice (GPN) for this Project that appeared in UNDB online AfDB84-818/12, Issue No, 818 of 16th March 2012 and on the African Development Bank Groups Internet Website.

Request for Expression of Interest for the Zaria Water Supply Expansion and Sanitation Project

The Federal Government of Nigeria on behalf of Kaduna State has received financing from the African Development Bank towards the cost of the Zaria Water Supply Expansion and Sanitation Project, and intends to apply part of the agreed amount for this loan to payments under the contract for Design, Preparation of Tender Document & Supervision of Construction of Sanitation Facilities.

The activities required for this assignment are in three phases:

• Design - the Consultant will be required to prepare detailed design reports for 2889, 792, and 360 toilet compartments in public primary schools, public secondary schools and public places (Markets and Motor Parks) respectively. The designs should be based as much as possible on ecological sustainable principles integrating reuse;
• Procurement - the Consultant will prepare the bidding documents for the Works contracts using AfDB Standard Bidding Documents for National Competitive Bidding (NCB), and facilitate the bidding process;
• Supervision of Works-the Consultant shall be the Employer’s representative in dealing with Contractors in the management the construction works for the entire Toilet compartments in various locations. In the Construction phase, the Consultant is required to ensure cost, time and quality controls. The work is divided into 13 sub components as follows;

Description: Sanitation Facilities in Public Primary Schools including facilities for people with disabilities (2889 Toilet compartment with hand washing facilities)
No of Sub Components: 9 sub components

Description: Sanitation Facilities in Public Secondary Schools including facilities for people with disabilities (792 Toilet compartments with hand washing facilities) integrating value chain facilities.
No of Sub Components: 2 sub components

Description: Sanitation Facilities in Public Places (Markets and Motor Park) including facilities for people with disabilities (360 Toilet compartments and Bathrooms) integrating value chain facilities, and designed to be managed on commercial principles.
No of Sub Components: 2 sub components

The Executing Agency is Kaduna State Water Board and the implementation period is 18 months.The Kaduna State Water Board now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) Consultants may constitute joint-ventures to enhance their chances of qualificationEligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Banks “Rules and Procedures for the use of Consultants” May 2008, which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses interest.
