AFO intends to provide the Federal Government of Nigeria (FGoN) with a USD 170 million (M$) loan, to be implemented by TCN (Transmission Company of Nigeria), to finance a power feeding scheme project around Abuja (the Project), strengthening its 330 kV 1132kV ring.

Request for Expression of Interest for the Abuja Transmission Projects Engagement of Consultant for Supplementary Feasibility Studies

Feasibility study was earlier carried out on the original scheme which has been confirmed for implementation. They include the following:

330 kV line: New Apo substation (SS)-Wamba (on Makurdi-Jos
330kV Transmission line -165km
132 kV HV lines around Abuja:

  • Old Apo SS-New Apo SS (8km)
  • Kuje SS-New Apo SS (62 km)
  • West Main 55— Kuje SS (50 km)

330/132/33 kV and 132/33 kV substations:

  • 330/132/33 kV New Apo SS
  • 330/132133 kV West Main SS
  • 132/33 kV Kuje SS
  • 132/33 kV Old Apo SS extension

The scheme has now been expanded to cover inner Abuja power master plan comprising indicatively at this stage:

  • Katampe SS-Gwarinpa SS (11 km)
  • New Apo-Wumba/Lokogoma SS (5.3 km) and two related
  • 132/33 kV substations:
  • Gwarinpa SS
  • Wumba/Lokogoma SS

Description of Services:
The objective of the service is to confirm the scope of works within Abuja and provide most suitable transmission substations (330 & 132 kV) for adequate bulk supply within the FCT in coordination with existing transmission lines and FCDA planned urban developments. The scope of the services includes the following:

  • To review previous available studies on Abuja electricity master plan: i.e. FCDA Abuja Master Plan (Phases I-III) and TCN Abuja Ring Scheme; Technical modeling and studies are required to integrate the existing and planned transmission infrastructure.
  • To list and prioritize the inner transmission lines to be built in the next ten (10) years;
  • To confirm the indicative choice in 1(b) or amend it according to priority;
  • Provision of survey drawings with coordinates of the recommended sites and the line routes connecting them;
  • Economic and Social Impact Analysis (ESIA) on the project;
  • Preparation of the Bidding documents for the said project;

Transmission Company of Nigeria Plc now invites eligible consulting firms to indicate their interest in providing the services which is expected to be for four (4) months. Interested consulting firms must provide information indicating that they are qualified to perform the services.

Pre-Requisite:

  • Evidence of company registration in Nigeria (forms C02 and

Description of similar assignments in the past 7 years
Availability of requisite and appropriate skills among key staff and persons to be engaged in the project;
Record of quality assurance/quality management system to be implemented;

Consultants may associate to enhance their qualifications. When a company is in Joint Venture (JV), Partnership or Consortium agreement, the role of each partner must be clearly defined in the JV agreement. Additionally, the Memorandum of Understanding (MoU) must specify the lead partner. Evidence of such a relationship must be signed by the Chief Executives/Partners. A copy of the firm legal relationship must be attached.
