Federal Ministry of Environment Invites for a Procurement, Installation & Commission of Hydromet & Automated Flood Early Warning Equipment

The Government of the Federal Republic of Nigeria has received a credit from the International Development Association toward the cost of Nigeria Erosion and Watershed Management Project (NEWMAP), and it intends to apply part of the proceeds of this credit to payments under the Contract for the Pr0curement Installation & Commissioning Of Hydromet & Automated Flood Early Warning Equipment for Nigerian Hydrological Services Agency (NIHSA), Federal Ministry of Water Resources & Flood Early Warning System Centre (FEWS), Federal Ministry Of Environment.
The Nigeria Erosion and Watershed Management Project (NEWMAP) now invite: sealed bids from eligible and qualified bidders for the Procurement of the following:

Qualifications requirements include:

  • Evidence of previous supply (sale) of similar Equipment proposed for the last 5 years.
  • Audited Financial Statements for the last 3 years to demonstrate the financial capability of the Bidder in terms of Profitability and adequate working capital;
  • Evidence of manufacturers’ authorization;
  • After Sales services facility centre in Nigeria;
 Submission of Bids
A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee N 10,000.00 (Ten Thousand Naira) only or 80 USD (Eighty US Dollars). The method of payment will be through Bank Draft in favor of Nigeria Erosion & Watershed Management Project (NEWMAP) - FPMU, Abuja; the Bidding Documents will be collected by the representative of the Bidder or by courier services on request. Please note that:

  • Bidding will be conducted through the international Competitive Bidding (ICB), a procedure specified in the World Banks Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
  • Bidders can bid for one or more lots.
  • Interested eligible bidders may obtain further information at the address above and inspect the Bidding Documents from 10:00am to 4:00pm Mondays to Fridays, excluding public holidays.
  • A margin of preference for eligible national contractors shall be applied; Additional details are provided in the Bidding Documents.
  • A pre-bid conference will be held at the office address above on 31st March, 2014 which is two weeks before bid opening by 12noon to allow potential bidders to seek clarifications on the bidding documents and site visits should be carried out by bidders Each interested bidder shall bear their own expenses.
  • Electronic bidding will not be permitted.
  • Late bids will be rejected.
  • Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address above at 12:00pm on 15th April, 2014.
