The Shell Petroleum Development Company of Nigeria (SPDC) in its role as operator of the NNPC/SHELL/ TEPN/AGIP joint Venture on behalf of the Joint Venture hereby invites reputable registered Nigeria companies (DPR registered and licensed) with proven experience in the provision on of completion equipment and service to apple far selection into the ted list of the tender for SPDC drilling and completion including HPHT campaign activities. The proposed contract will commerce in 2014 and remain active for 24 months with a one year extension option.

Scope of Work
The scope of work covered under the proposed project shall include but not be limited to the following;

  • General pumping and Sand Control Services;
  • General Completion Services
  • Liner Hangers including HPHT/Packers/Plugs/Expandable completion
  • General Wireline Services and well-testing services

The work will be carried out across SPDCs Eastern and Western Division and there is no guaranteed minimum work as contracts emanating from this tender will be managed by Call-Offs.

Mandatory Requirements

  • To be eligible for this tender exercise interested Contractors are required to be pre qualified in (3.04.21) Well Completion Services [3.04.38) Pumping Services (3.04.19) Liner Float, Hanger and Running Equipment Services and (2.07.12) Completion Fluids and Additives in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category will receive invitation to Tender (ITT)

  • To be eligible, at Tenderers must comply with the Nigeria content requirements in the NipeX

Nigeria Requirement
Vendors are to demonstrate strict compliance with the provisions of Nigeria Oil & Gas Industry Content Development Act and also provide the following requirements:

  • Demonstrate that the entity is a Nigeria Registration Company, or Nigeria Registration Company as the contracting entity in genuine alliance or joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture binding agreement duly signed by the CEO of both companies including evidence or plans of physical operational presence and set in Nigeria;
  • International or multinational companies working through a Nigeria subsidiary must demonstrate that a minimum 50% of equipment to be deployed for execution of work shall be owned by the Nigerian subsidiary providing a list of equipment for this tender indicating those that will be owned by the Nigeria Subsidiary;
  • Furnish details of company ownership and shore holding structure. Also submit clear photocopies of your CAC Forms CO2 and CO7;
  • Provide evidence of what percentage of your key management positions is held by Nigeria and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigeria resources relative to total work volume;
  • Provide a Nigerian Content Plan pray dingo detailed description of the role work scope man hours and responsibilities of all Nigerian companies and personnel that would he involved in executing the work Also provide detail of Nigerian Content focal point or manager
  • State proposed 10101 scope of work to be conducted by Nigerian personnel (whether contracted directly or under subcontract agreement) with names and address including evidences of well equipped offices and workshop; attach past experience of such patronage;
  • Specific to this project, provide detailed plan for staff training and development on engineering, project management and procurement (including off software to be used number of personnel, name of organization providing such training and evidence of past training record) for Nigerian personnel including description of any specific program in place for transfer of technology and skills to indigenous businesses and Nigerian over the next five (5) years
  • Location of in-country facilities (storage, workshops, repair & maintenance facilities and testing facilities);
  • Contractors must be willing and able to provide evidence of maximization of made in Nigeria goods and services;
  • Provide details on any other Nigerian Content initiative your company is involved in
  • Provide evidence of Nigerian Content Equipment Certificate (INCEC) front Nigerian Content Development & Monitoring Board (NCDMB) or evidence of the application of the certificates
