Lagos State Ministry of Agriculture and Cooperation Invites Bids for the Upgrading/Maintenance of 3.80km Farm Access Roads, Rehabilitation Of 0.4km LSADA Road and Renovation of a Block of Office for Officials of SCADO

This invitation for Bid follows the General Procurement Notice (GPN) for the Commercial Agriculture Development Project which appeared in “Development Business issues no. WB 3108-756/09 and “This Day” Newspaper of 22^nd July 2009.
The Lagos State Government through the Federal Government of Nigeria has received a credit from the International Development Association (herein referred to as IDA) towards the cost of Commercial Agriculture Development Project (CADP), and it intends to apply part of the proceeds of this credit to eligible payments under the contract for upgrading/maintenance 0f 3.8km of Farm Access Roads, Rehabilitation of 0.4km LSADA Internal Road and Renovation of a Block of Offices for Officials of SCADO in Lagos State.
The Lagos State Government Agriculture Development Project (LSCADP) now invites sealed bids from eligible and qualified bidders for the upgrading/maintenance of selected roads, Rehabilitation of 0.4km LSADA Internal Road and Renovation of Block of Office as described below:

Address of sites: Araga, off Atlantic Hall-poka Road
Area: 2.0km
Type of Infrastructure: paved Road
Upgrading/Maintenance/Rehabilitation/Renovation Required: Entire Road length to be prepared and resurface with Asphalt
Bid Security Amount (N): 1, 974, 000

Name of Sites: Ayedoto Farm Access Road
Address of sites: Near FOBB CAMS, Ayedoto, Ojo
Area: 1.8km
Type of Infrastructure: Paved Road
Upgrading/Maintenance/Rehabilitation/Renovation Required: Entire road length to be prepared and resurfaced with Asphalt, Earth drains to be reestablished and stone pitched at critical locations

Area: Lump
Type of Infrastructure: Uncompleted Building
Upgrading/Maintenance/Rehabilitation/Renovation Required: Completion of the building by Tiling of Floors and Walla, fixing of Doors, Aluminum windows, and Plastering and Painting of Building, Electrical wiring of Building etc
Bid Security Amount (N): 192, 000
Delivery Period: 45 days
 

• Bidders can bid for one or more lots
• Bidding will be conducted through the National Competitive Bidding (NCB) procedure specified in the World Bank’s Guidelines: Procurement of Civil Works and Goods under IBRD Loans and IDA Credits and is open to all bidders from eligible Source Countries as defined the guidelines.
• Interested eligible bidders may obtain further information from and inspect the bidding document at the Lagos State Commercial Agriculture Development Project (LSCADP), at the address given below  form 1:00pm to 4:00pm Monday to Friday.

• Average annual financial amount of construction/rehabilitation work over the last 3 years for each lot as follows:
• Average Annual Turnover (N): 315, 858, 532.52/ 205,054,416.00/ 93,583,904.40/ 25,585,488.60
•  Experience as prime contractor in the carrying out at least three (3) projects of similar nature and complexity equivalent to the over the last 5 years (to comply with this requirement, the work cited should be at least 70% complete).
• Available (own/lease/hire) of the essential equipment as listed in the Bidding Date Sheet.
• A Contract Manager with 5 years experience in construction of works of an equivalent nature and volume including not less than 3 years as Contract Manager,

Construction Cash Flow requirement for each lot is listed below”

• Construction Cash Flow (N): 265,215,443.80/ 1700, 878,680.00/ 77,986,387.00/ 21,321,240.50

Liquid assets net requirement for each of the lot is as listed below:

• Liquid Asset (N): 9,870,579.14/ 6,407,950.50/ 2,924,497.01/ 799,546.52

The method of payment will be by cash or bank draft in favour of Lagos State Commercial Agriculture Development Project (LSCADP).

• A complete set of Bidding Document in English Language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee of Ten Thousand Naira (N10, 000.00) or its equivalent in any freely convertible currency for the first lot and Five Thousand Naira (N5, 000.00) or its equivalent in any freely convertible currency for each additional lot.
• The document will be collected by bidder’s representative or sent by courier services on request.
• Bids must be delivered to the above office on or before the closing date and must be accompanied by a bid security in the amount stated in the table in paragraph 3 above.
• Electronic bidding will not be permitted.
• Late bids will be rejected.
• Bids will be opened in the presence of bidders’ representatives who choose to attend on Monday 31st March, 2014 by 12.00 Noon, at the address below:
