ECOWAS has received funding from the African Development Bank Group (African Water Facility) to cover the cost of the project “Support to the establishment of ECOWAS’ Regional monitoring platform on water”. The funds will partially be devoted to services provided by a Programme Officer (SIG specialist).
The specific objective of the project is to contribute to improving the performance of the water sector through establishing and operationalizing ECOWAS’ Regional monitoring platform on water and building capacity among actors.

The Director of the Water resources coordination centre (WRCC) of ECOWAS, a Webmaster (Programme Officer) and the GIS specialist (Programme Officer) will constitute the Technical unit, responsible for implementing the project “Support to the establishment of ECOWAS’ Regional monitoring platform on water”.

The Programme Officer (PO)/SIG specialist will assist the Director in implementing the project by executing the following main tasks:

  • Participate in the coordination (technical and scientific) of the Monitoring platform;
  • Manage and follow up on information in collaboration with the Webmaster;
  • Support the Water Resources Programme Officer in (i) harmonizing the processes of collected and managing information on water with the countries and other partners, and (ii) analyze development indicators on the water sector;
  • Support the countries in developing their National water information systems (NWIS), in collecting information and analyzing indicators.
The Candidate should be in possession of an Engineering degree within a field related to water resources or natural resources management, with a specialization within Geographic Information Systems (GIS), and be a citizen in one of the Member States within the ECOWAS region. Proficiency in Results based management is a requirement. In addition, the following experienced is requested:
  • Minimum of 5 years of professional experience in GIS;
  • Minimum of 5 years of experience in integrated water resources management (IWRM);
  • A good knowledge of the water and environment sector in West Africa;

Please note the followings:

  • The maximum age is 50 years old Proficiency in one of the official working languages of ECOWAS (French, English, and Portuguese) and the written and spoken proficiency in a second official language are required.
  • The PO will provide services during period of maximum 15 months, starting from the date of the signature of the contract. The P0 will be based at the WRCC in Ouagadougou.
  • He or she will be required to travel in the sub region in order to, participate in support missions as required to implement the project,
  • ECOWAS invites the interested candidates to apply to provide the services described above. Interested individuals should produce the information that shows their capacity and experience (documents, references from similar services and missions, etc.).
  • The definition of an eligibility criteria, the establishment of a shortlist and the procedure for selecting a final candidate will be executed according to the “Rules and procedures for the Use of Consultants” (Mai 2008 edition, revised in July 20 12) of the African Development Bank Group, available on the Bank website (http://www.afdb.org)
