The Upper Benue River Basin Development Authonty (U.B.R.B.D.A) is drawing funds from the Federal
Government of Nigeria under Year 2014 Appropriation and intends to deploy them towards the procurement of Works and Sevices and therefore invites Submissions for Technical and Financial Bids from qualified and reputable Contractors and Vendors with proven competence in the fields of Engineering for the following Protects:

Lot Core Project
Hand Pump Boreholes at Yemaltu/Deba Federal Constituency, Gombe State.

Lot 1A: Drilling and installation of 20 No. Hand pump boreholes at Deba, Hinna, Lano Kuri Lambam, Lobo Difa Kinafa Wards in Yamaltu/Deba Federal Constituency.

Lot 1:B Drilling and installation of 18 No. Hand pump boreholes at Kanawa Wajiri. Kwadon Liji Kurba, Gwani Shiga Wade, Zanbuk Kwali, Jagali North, Jagali South and Nono Kunuwal WurobirdekaWards in Yamaltu/Deba Federal Constituency.
Construction of Dam at Fotta Gombi/Hong Federal Constituency, Adamawa State.

Lot 2: Construction of dam at Fotta in Gombi/Hong Federal Constituency, Adamawa State.
Solar Powered Project at Nafada Federal Constituency.

Lot 3: Drilling and installation of 2 No. Solar powered boreholes and 2 No hand Pump boreholes in Nafada/Dukku Federal Constituency.
Kiri Dam and Irrigation (Rehabilitation of Main Canal and Dam Structure).

Lot 4: Rehabilitation of Main canal and Dam Electro-Mechanical components.
Construction of Boto Dam, Tafawa Balewa Lga, Bauchi State.

Lot 5: Construction of Small Earth Dam in Boto.
Provision of Solar Powered Borehole at Gboko, Tarka Federal Constituency/Construction of 2 Nos. Hand Pump Boreholes At Ehatokpe - Okpiko, Ohimini Lga, Benue State.

Lot 6: Drilling and installation of 01 No. Solar powered boreholes at Gboko/Tarka Federal Constituency and Drilling and installation of Hand pump boreholes in Ehatokpe-Okpiko, Ohimini LGA. Benue state.
Waya Dam and Irrigation.

Lot 7: Maintenance and rehabilitation of Penstock and Small Hydro-Power plant (SHP) at Waya Dam project.
Solar Powered Project at Yamaltu/Deba, Gombe State.

Lot 8: Drilling and installation of 3 No. Solar powered borehotes and 1No Hand Pump in Yamaltu/Deba Federal Constituency.
50 Nos. Tube Wells, Irrigation Pumps and Motor Cycles for Farmers in Tafawa Balewa/Dass/Bogoro Federal Constituency.

Lot 9: Construction of 50 No. Tube wells and provision of 50 Nos. 3” water pump and 36 No. motorcycles to farmers in Tafawa Balewa/Dass/Bogoro Federal Constituency.
Zonal Intervention Projects.
Supply of Grinding Machines Minor and Major for Women Enterprise.

Lot 20E: Renovation of classrooms (10 & 14- ETF Model) and the conversion of handpump borehole at

Lot 21: Construction of 2No. Block of three classrooms at GSS Ibbi town and toilets in Taraba state.

Eligibility Requirements
Bidders are to provide the following as minimum prequalification requirement for the Project of their choice.
Statutory Requirement

• Evidence of Incorporation of the Company with Corporate Affairs Commission and updated Annual Returns; Article of Association; formC02; and form C07.
• The company must show evidence of fulfilling itsTax obligations as follows:

(i)  Current Tax Clearance Certificate (TCC) for the last three (3) years ending 2013; VAT
Registration Certificate: and TIN Number (Tax Identification Number).
(ii)  Audited Account of the Bidding Company for the last three (3) years duly endorsed by a firm of Professional Accountants.
(iii)  Evidence of financial capability (Statement of Account orTurnover) and reference letter from a

• reputable bank.
• Evidence of Pension Certificate of Compliance issued by PENCOM
• Evidence of Registration with National Health Care Insurance Providers for staff.
• Evidence of fulfilment of statutory contribution to the Industrial Training Fund and evidence of compliance with the Employees’ Compensation Act which requires thal all Employers of labour must remit 1% of the total annual emolument of their workers to the Nigerian Social Insurance Trust Fund.
• A Sworn Affidavit in line with section 6 of the Procurement Act 2007 and a letter authorising the Authority and her representative(s) to conduct due diligence on all the documents submitted by the company from any source with the view of confirming their genuineness or otherwise.
• Evidence of inclusion in the Bureau of Public Procurement Categorisation database for Federal Contractors.

Technical Requirements.

• Evidence of work experience as the main contractor executing or having executed a minimum of four (4) projects of similar complexity. compared to the proposed work, one of which must have been within the last 4 years. Scanned copies of award letters, last Interim Certificate of Valuation for no-going project, Completion Certificate and Final Maintenance Centificates where applicable are to be enclosed.
• Evidence of possessing of qualified professional and technical personnel stating their roles, designations, qualifications and years of experience with the guarantee that a minimum number of 4 Registered Professionals as may be required.
• Evidence of possession of relevant machinery and other infrastructure,
• History of company’s policy on community social responsibility with evidence,
• Methodology of implementation for the selected Lot.

In addition, scan copies of professional certificates to be submitted are to be initialed, endorsed by the owner and professional seals embossed on the professional certificates.

Collection of Tender Documents
Interested companies shall on application collect (Standard Bidding Documents Technical and Financial),
from Monday 14th July 2014 to 25th August 2014 from; Upon the presentation of evidence of payment of non-refundable tender processing charges of N50,000.00per lot for all the Lots except Lot 5 which attracts tender processing fee of N 150,000.00. Submission of Bids.

• Completed Technical and Financial bids (Two sets of hard copy and One Electronic copy in compact disk and Microsoft Word or Excel) shall be submitted in two different sealed envelopes and labeled “Technical Bid” and “Financial Bid and both sealed in a third envelope marked “Project Name” at the top right hand corner and on the reverse side, the Bidders name and address including daytime telephone number.
• The Technical Bid should be accompanied with a copy of the official receipt of purchase of bid documents.
• No change of LOT or return of lender processing charge will be entertained after the issuance of receipt.
• The Financial Bid of Lot 5 should be accompanied with Bid Security in the form of Bank Draft/Bank Guarantee which should be at least 2% of the Bid figure and should also be enclosed in the same envelope as Financial Bid and addressed to The Managing Director of the above address, And to reach him on or before 10:00am, Monday 25th August, 2014.

• Only firms whose Technical Bids fulfil the minimum requirements would be invited for the opening of their Financial Bids, while others may know their performance by a formal request to the MD/CEO of U.B .R. B. D.A, Yola.
• All bids should be compleled in indelible ink.
• All filled documents shall be returned in full as issued. Reduced or untidy packaging is not acceptable.
• All prospective bidders are enpected to familiarise themselves with the respective locations of Ihe projects of interest before submitting their bids.
• The Authority reserves the right to reject all bids or path thereof or cancel the procurement proceedings in the public interest without incurring any liability on its part and assigning any reason thereof.
