The Benin-Owena River Basin Development Authority (hereinafter referred to as “the Authority”), a Parastatal of the Federal Ministry of Water Resources, is desirous of executing various water related projects. In compliance with the Public Procurement Act, the Authority hereby invites interested Contractors to submit Technical and Financial Bids for the implementation of her Capital Projects in the 2014 Appropriation as follows:

Lot B23 (I): Provision Of 4nos. Motorised Borehole Equipped With Solar Pump At Ighera Otuo Ake, Imakhize-Otuo Igue—Isale Owan East Lga, Edo State.

Lot B24: Solar Powered Borehole at Ofi River Area Igbara-Ido Road, Adin, Ekiti South West, Ekiti State.

Lot B25: Refurbishing Of Old Borehole at Ijuku, Ilawe, Ekiti S.W/Ikere/Ise-Orun, Ekiti State.

Lot B42: Provision of 2nos. Motorised Borehole Equipped with Solar Pump at Uokha and Ivbiaro-Otuo, Owan East/West LGA, Edo State.

Lot B43: Construction of Motorised Borehole at Ubierumu (Ward II) Uromi, Esan North East Lga, Edo State.

Lot B44: Construction of Weir on Ugbogbosun River & Pipping of Water to the Reservoir in Okeemo Community, Ekiti South West, Ekiti State. Tender Fee: N30,000.00

Lot B45: Electrification from Abudu through Obagie Noheze-Amas Village-Ovbiuwa-akugbe to Iguododo in Orhionmwon Lga and Ehiozevbaru to Iguavbianmwen in Uhumwonde Lga, Edo State. Tender Fee: 70,000.00

Lot B46: Idanre Township Water Distribution (Extension) Works-Phase II, Ondo Central Senatorial District, Ondo State, Tender Fee: N50, 000.00.

Lot B47: Rehabilitation of Water Scheme at the Federal College of Agriculture, Akure. Tender Fee: 450,000.00

Eligibility Criteria:
Competent and interested Companies who hold the requisite experience, equipment and plants, who desire to execute any of the projects are required to submit their Firms’ Profiles (serially as itemized below, paged and with table of contents) which must include but not limited to the following documents.

For Works:

1. Evidence of registration with the Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation and Articles of Association;
2. Last three (3) years Tax Clearance Certificate (2011, 2012 & 2013) with the Company’s Tax Identification Number (TIN);
3. Value Added Tax (VAT) Registration and Remittance (201 1, 2012 & 2013)
4. Detailed Company Profile - For authentication purpose, photocopies of professional certificates of personnel must be signed and sealed by the owner;
5. Evidence of ownership of/or access to lease of relevant construction equipment and their status (where applicable);
6. Evidence of experience as a Contractor in at least five(S) projects of similar nature and complexity with verifiable letters of contract award and certificates of job completion (if already completed) within the last five (5) years (works cited should be at least 70% physically completed);
7. Evidence of liquidity or access to credit facilities of not less than N50, 000,000.00 (Fifty Million Naira) from an acceptable and reputable Bank;
8. A copy of Memorandum of Understanding (MOU) in case of Bidders in joint Ventures (jv);
9. Full accounts details including SORT code;
10. Evidence of Pension compliance Certificate from National Pension Commission;
11. Evidence of Industrial Training Fund (l.T.F) Clearance Certificate;
12. Acceptable Quality Assurance/Quality Control Manual;
13. Three (3) Years Audited Accounts (2011, 2012 & 2013) signed and sealed by a Licensed Auditor and;
14. This Audited Account must have a turnover of the same value as in the Tax Clearance Certificate.

Bid Security
For Financial Bids in the value of Ten Million Naira (N 10,000,000.00) and above, the Bid should be accompanied with Standard Bid Security or Bank Draft, which should be 2% of the Tender Sum.

Completed Technical and Financial Bids shall be submkted in Two hard copies and One Electronic copy (non-rewritable compact disk/DVD) in two different sealed envelopes and labeled “Technical and “Financial Bid” respectively with “Project category and Lot Number”at the top right corner and enclosed in a Third envelop on which is also indicated the Project category and Lot Number at top right corner and addressed to:
