In pursuance of the execution of its 2014 capital projects, the Office of the Secretary to the Government of the Federation (OSGF) intends to procure the following works, goods and services in the Lots listed below.
Invitation for Bids for the 2014 capital projects at Office of the Secretary to the Government of the Federation
Interested Contractors and Consultants are hereby invited to submit pre-qualification, technical and financial bids for the projects:
Project for Submission of Pre-qualification Bids:
Lot 1: Construction of Office Block for Presidential Aides in the Vicinity of Shehu Shagari Complex, Three Arms Zone, Abuja
Projects For Technical And Financial Bids Submission:
Lot 2: Purchase of Library Books & Equipment for Specialised Libraries in OSGF;
Lot3: Procurement of Office Equipments and Furniture (Lots 3A-3F);
Lot 4: Procurement and lnstallation of Gymnasium Equipment;
Lot 5: Consultancy Services for the Production of Compendium of Laws/Bills passed by National and State Assemblies from June, 1999 to December 2012; and
Lot 6: Consultancy Services for Soda-Political lmpact Study of Nigeria Federal Character Policy on National Unity and Integration.
Requirements:
Interested bidders are required to submit the following information along with their prequalification, technical and financial bids:
- Evidence of Incorporation of Company, particulars of Directors and current Annual Returns to Corporate Affairs Commission;
- Evidence of current Tax Clearance Certificates for the last three (3) years; with Tax Identification Number (TIN);
- Evidence of VAT Registration;
- Evidence of current Pension Clearance Certificate issued by PENCOM for participation in the contributory pension Scheme:
- Evidence of current Certificate of Compliance issued by Industrial Training Fund (ITF) for ITF Contribution Scheme;
- Audited Account of the company for the last three (3) years duly endorsed by a firm of Chartered Accountants:
- Verifiable documentary evidence (attach award letters and performance certificates) of similar jobs successfully executed/on-going within the last three (3) years:
- Evidence of technical capability and manufacturers’ accredited representative in Nigeria (applicable to all specialised equipment);
- Evidence of verifiable financial capability: Evidence of working capital and capability to finance substantial part of the project directly or through a credit facility which must be support by documentary evidence and to be confirmed by a reputable Bank in Nigeria;
- Information on the organization’s technical capacity and brief summaries of key professionals’ personnel to be involved in the work, particularly their experiences that directly relate to the needs of the assignment/works. Attach photocopies of relevant professional certificates, (applicable to Works and Consultancy Services only);
- Evidence of verifiable equipments holding/lease (applicable to works only);
- Provision of Bid Security for all bids valued above N100m at 2% of the bid price by way of guarantee from a reputable bank;
- A sworn Affidavit that the company is not in receivershiplbankruptcy and that none of its directors have been convicted for any criminal offence relating to fraud, financial impropriety, misrepresentation or falsification of facts relating to any matter;
- Original copies of documents listed in (1—6) above must be presented on request for sighting; and
- Quality and Cost-Based Method will be used for the purpose of the evaluation of Consultancy Services projects.
Collection of Bid Documents:
Bid documents containing full specification & scope of work for Lots (2-6) can be obtained from the Office of the Secretary, Tenders Board, Office of the Secretary to the Government of the Federation (OSGF), Second Floor, Shehu Shagari Complex, Three Arms Zone, Abuja, upon payment of a non-refundable fee of
Twenty Thousand Naira only (N20, 000.00) for each Lot.

Submission of Bids Documents:
Pre-qualification documents are to be submitted in sealed envelope clearly marked ‘Prequalification’ (specify title of lot) while, Technical and Financial Bids for Lots (2-6) are to be separately sealed with wax in different envelopes indicating the Lot number/title and both (financial and technical bids) are to be placed in a single envelop addressed to the Secretary, OSGF Tenders Board, Room SF 18, Second Floor, Shehu Shagari Complex, Three Arms Zone, Abuja and return on or before the dates specified for closing below
Submission of prequalification documents for Lot 1 is 12.00noon Monday, 18th August, 2014 while, Submission of bids (technical & financial) for other projects (Lot 2-6) shall close at 12.00noon, Monday, 1st September, 2014.
Opening Of Bids Documents:
Opening of Prequalification documents for lot 1 shall be by 1 2.00noon Monday, 18” August, 2014, while opening of Technical Bids for other projects will take place immediately after closing on Monday, 1st September, 2014 by 12.00noon at the OSGF Conference Hall, Ground Floor, Shehu Shagari Complex, Three Arms Zone, Abuja. Financial Bids for technically qualified bidders are to be opened at a later date, after the conclusion of the technical evaluation exercise, while financial bids for unqualified bidders could be returned to them unopened. Representatives of interested bidders and members of the public are invited to witness the bids opening sessions.
General Information:
- This advertisement shall not be construed as a commitment on the part of the OSGF nor shall it entitle responding companies to seek any indemnity from the Office by virtue of such companies having responded to advertisement;
- The Office is not bound to patronize any bidder and reserves the right to annul the selection process, if unforeseen and justifiable developments warrant such action, without incurring any liability and assigning any reasons thereof;
- Only pre-qualified bidders would be invited to submit tenders for lot 1 after payment of a non-refundable tender fee of fifty thousand Naira (N50,000.00) in bank draft in favour of the Office of the Secretary to the Government of the Federation:
- Companies shall not apply for more than one project;
- Non compliance to the instructions will lead to disqualification; and
- Post verification of documents may be conducted to confirm the authenticity of the documents/information provided by bidders in their bid documents.
