Invitation for Tender for the Implementation of 2014 Capital Projects at Federal Government Girls College, Sokoto State

The federal Government of Nigeria has provided funds in the 2014 Appropriation for the Federal Government Girls’ College, Tambuwal and is desirous to utilize part of the funds to procure GOODS and WORKS. Therefore, services of experienced contractors are required to procure the following GOODS and works as listed below:

Section A: Works
On-Going Projects:-

Lot 1: Completion of Dining Hall/Kitchen + Assembly & Furnishing.
Lot 2: Completion of 1no. Hostel with Matron’s Apartment/Fencing.
Lot 3: Upgrade of 1no. Block of 6 Classrooms.
Lot 4: Completion of Internal Road Network/Drainages.
Lot 5: Upgrade Of 1 No. Hostel Block
Lot 6: Electricity Rectification Phase II
Lot 7: Completion of Sports Pavilion/Furnishing
Lot 8: Completion of Staff Room/Furnishing

New Projects:
Lot 9: Motorised Behole with 10,000 Gallons (45 Cubicmetre) Steel Elevated Overhead Tank and Water Reticulation.
Lot 10: Construction of Sick Bay/Furnishing and Equipment.
Lot 11: Movement to Permanent Site.

Tendering Requirements
Interested and competent contractors wishing to carry out the above listed jobs are required to submit the following documents which will be subjected to due diligence by the College.

1. EvIdence of registration with Corporate Affairs Commission (CAC) Certificate.
2. Evidence of Current Tax Clearance Certificate for the last three (3) Years ending in December, 2014.
3. Evidence of VAT registration certificate with TlN No.
4. Evidence of issuance of compliance certificate to all organization by PENCOM In line with Pension Reform Act 2004 (as amended).
5. Evidence of Compliance with the amended IndustrialTralning Fund Act 2011.
6. Bidders shall not Bid for more than 2 (two) Lots.
7. An affidavit showing that no Director or staff of the Ministry is the Board of Directors of the Company should also be submitted.

(N.B: The above listed requirements shall form part of the bids evaluation Criteria and non compliance with any of the stated conditions shall result in automatic disqualification of the bidder).

1. Name of Barters with reference.
2. Evidence of financial capability to execute the projects.
3. Company profile with CVs of key officers induding photocopies of relevant professional/technical qualification.
4. Evidence of registration with relevant professional bodies such as ARCON, COREN, CARBON, etc for Section A (Works component only),
5. List of verifiable construction equipment indicating ownership or lease agreement for Section A (Works component only),
6. Verifiable evidence of successful completion of similar works within the past three (3)years and attached copies of letter of award and certificate of successful completion,
7. N.B. The contract will not be awarded to the least bidded contract

(N.B. The above criteria will attract marks).

Bidding will be conducted through National Competitive Bidding (NCB) Procedure as specified in the 2007 Public Procurement Act

Collection of Documents
A complete set of Bidding Documents shall be collected by interested bidders at the College premises, on the submission of written application accompanied by a non refundable tender fee of twenty thousand Naira (N20,000.00) per lot The bidding documents will be collected by hand by bidder’s representative.

Closing Date:
9th September 2014

Submission of Tender Documents
The completed Tender should be enveloped in two separate envelopes marked “Technlcal Bid”and “Financial Bid sealed waxed and marked on the Top left Hand corner with the inscription” Section (insert eitherA or B) Lot No and Title of the project”and should be addressed to

and deposited In the Tender Box at the address above on or before 12.noon on the closing date. The name of the Contractor should also be clearly written in Capital letters at the back of the envelopes. Late bids will be rejected.

Public Opening of Bids
Technical Bids shall be opened immediately after close of submission above at the address below in the presence of the bidders’ representative, officials of Federal Ministry of Housing, Land and Urban Development and interested members of the public. Only successful Technical Bidders will be invited for the opening of Financial Bids at a later date.
