The Federal Government has provided funds in the 2014 Appropriation for Nigerian Armed Forces Resettlement Centre (NAFRC). NAFRC hereby invites qualified interested and eligible Contractors. Original Equipment Manufacturers (OEMS) and Suppliers for the Pro- qualification and tender for the Procurement of Works, Goods and Services under the 2014 appropriated budget as follows:

Lot A Works
A1: Reconstruction of Roads and Drainages.
A2: Refurbishment of Industrial Machines and Equipment.
A3: Construction/Provision of Fire Fighting Station/Truck.
A4: Roofing of Buildings.
A5: Renovation and Equipping of Kitchen.
A6: Construction of Provost Office.’
A7: Construction ofEntrepreneurshipAuditonum.
Lot B Goods
B1: Provision of Safety Clothing and Items for Kitting of Trainees and Instructors.
Qualification Criteria and Tender Requirements
Qualified, interested and eligible vendors, suppliers and contractors must submit tender/bid documents supported with the following:
- Evidence of registration/incorporation with Corporate Affairs Commission (CAC).
- Provide detailed Company Profile with CVs of key officers including photocopies of relevant professional/technical qualifications and evidence of valid registration of key staff/company with appropriate Professional Bodies like COREN CORBON; etc. for all Building Construction and Engineering Services Projects.
- Detailed evidence of compliance with Pensions Act 2004.
- Company audited Accounts for the last 3 years.
- Copy of current Tax Clearance Certificate; verifiable from Federal Inland Revenue Service (FIRS).
- Evidence of VAT Registration & past VAT remittances.
- Evidence of compliance with employer’s Compensation Act (NSITF).
- Registration and contribution to Industrial Training Fund (ITF),
- Letter of Financial Capability & Banking Support.
- Evidence of 3 similar jobs, previously executed or currently being executed (including letters of award, completion certificates, payments).
- Refundable Bid Security of 2% of Bid sum in Bank Guasantee valid for 180 days, must accompany bids above fifty Million (N50, 000,000.00) Naira.
- Submission of evidence of Manufacturer’s Authorization or dealership or distributorship appointment.
- Affidavit disclosing whether or not any Officer of the NAFRC or BPP is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid is are true and correct in compliance of Sec 16(6) (a) & (e) of PPA 2007.
- All other document(s) to support the qualification and tender documents as may be contained in the Standard Bidding Documents,
- All the requirements shall be endorsed in the Technical Bid envelopes.
Collection of Tender Documents
Qualified, interested and eligible vendors, suppliers and contractors are to collect tender/bid documents upon the presentation of a written application to the Director of Logistics
(DOL) HQ NAFRC Oshodi indicating the Lot No.

“Technical” and Financial” tender documents must be submitted simultaneously in three (3) copies each; including one (1) original and two (2) copies, in separate sealed envelopes clearly marked
“TECHNICAL BID FOR LOT AND “FINANCIAL BID FOR LOT both bids enclosed in another envelope and sealed with the Appropriate Project Title, Lot Number and Company Name at the top right hand corner; addressed and delivered to the address below: not later than 12.00 noon on the closing date.

Opening Tender Documents
Opening of “Tender Documents” will hold immediately after the close of bids submission on
Thursday 18 September 2014 at DANJUMA HALL, NAFRC, OSHODI Lagos at 12.30pm.
Contractors or their representatives, interested members of the public and relevant NonGovernmental Organizations (NGOs) are invited to witness the opening of the “Technical Bid” bid documents as scheduled. Organizations (NGO5) will be subsequently invited to witness the opening of the “Financial Bid” documents.
Additional Infmation/Disclaimer
- Bidding will be conducted through National Competitive Bidding (NCB) procedure as specified in the Public Procurement Act 2007.
- Notwithstanding the submission of tender data, the NAFRC is neither committed nor obligated to include any company in any bid list or award any form of contract to a company or agent.
- This advertisement shall not be construed as a commitment on the part of the NAFRC; nor shall it entitle potential companies to make any claims whatsoever or seek ‘any indemnity from the NAFRC by virtue of such company having responded to the advertisement:
- The NAFRC reserves the right to make available the tender/bid documents to qualified bidders only.
- Contractors that had cases of contracts abandonment, non-completion and poor projects execution with the NAFRC, MOD or sister MDAs, need not tender for any of these projects.
- In order to save precious time for other serious official engagements, the NAFRC will not process requests for payment of 15% Mobilization Fee for projects valued below N50,000,000.00 (Fifty million naira).
- Late submission of bids will be rejected.
- Please note that the final conclusion of the procurement process for all or any of the projects listed above is subject to adequate cash backing of the funds allocated in the 2014 Appropriation and the evolving priority projects/programmes under the statutory mandate of the NAFRC.
