The Federal Government of Nigeria has received financing from the International Development Associations (IDA) towards the cost of the State Employment and Expenditure for Results Project. Edo State is a beneficiary of the credit and intends to apply part of the proceeds to hire a Consulting firm for implementation of State Integrated Financial Management Information System (SIFMIS) with enterprise license in Oracle a-Business suite.

Request for Expressions of Interest for the Consultancy of the Implementation of Budget Classification and New Chart of Accounts for Oracle e-Business Suite R12; and implementation of Oracle Business Intelligence at State Employment and Expenditure for Results Project


The Consultancy assignment is aimed at fulfilling the Federal Government of Nigeria’s directive that all States in the country should adopt a new Budget Classification and Chart of Accounts in their financial systems towards meeting IPSAS reporting standards and also to have a standard decision- making reporting tool using the Oracle Business Intelligence application.
This would meet Edo State’s need for a financial information management system that will support key government decision-making through data that are presented in user-acceptable formats.

The State Project Coordinating Unit now invites eligible Consulting firms to indicate their interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

The firm must be an Oracle-certified implementation partner of at least five (5) years, with evidence of public sector experience and proof of having implemented similar projects.
Key project team members must be Oracle-certified in the specific modules of the project.

Team Leader
  • At least 5 years Public Financial Management experience including experience of designing and implementing PFM systems in at least one government;
  • Experience in project management, operational supervision and control or audit of Oracle system preferable.
  • Extensive exposure in applications implementation background in database systems, and major systems project planning and coordination.
Oracle Configuration Specialist
  • Experience in designing database appropriate for Budget Classification-Chart of Accounts requirements, creating and maintain tables and other data base objects.
  • Proven experience in providing technical expertise in planning, coordinating enterprise data models and standards.
  • Ability to make high level recommendations relating to requirements in database backup and recovery strategies, data base security performance and availability.
Oracle Functional Expert
  • With at least 5 years experience as functional expert in oracle financials
  • At least 3 years experience as functional lead for implementation projects of comparable size and complexity
  • Experience of designing and implementing Oracle financials (preferably in the public sector)
Oracle Data Base Administrator
  • At least 3 years experience in database administration, preferably also with exposure to financial systems environments of central Government.
  • Experience in ICT security related design and implementation
  • Expert knowledge of oracle database 116 with relevant skills and certifications is mandatory
Oracle Business Intelligence Expert
  • At least 5 years experience in implementation of Oracle business Intelligence, with at least two Oracle BI implementations.
  • Ability to make high level recommendations relating to requirements in reporting in line with best practice.
  • Proven experience in providing technical expertise in planning, coordinating enterprise data models and standards.
The attention of interested Consultants is drawn to the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World
Bank Borrowers January 2011 Edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

Consultants should also note that Edo State Government has purchased relevant licenses for the relevant software and applications.

Consulting firms will be selected in accordance with the Consultant’s Qualifications (CQS) method set out in the Consultant Guidelines.
