Scope of Work
The expected duration of the contracts are two (2) years plus 6ne (1) year optional duration extension.

CASING/TUBING RUNNING SERVICES (3.04.05) (NipeX No.0500203)
Contractors shall provide experienced personnel, equipment and services to handle, clean, drift and perform controlled make up of casing and tubing connections for tubing and casing pipes ODs ranging from 2’ to 30”. Special tubing like Chrome Tubing will be involved.

CEMENTING AND PUMPING SERVICES (3.04.04) (NipeX No.0500205)
Contractor shall provide pumping facilities to perform cement jobs (casing, squeeze, acidification, safety...) and also the relevant equipment (mixing, bulking, casing accessories...), additives and cement needed. Engineering shall be in accordance with modern handling of such systems and with laboratory expertise of cement slurries or other fluids. Contractor shall participate in the presentation of cement programmes and suggest improvement. Contractor shall provide experienced personnel.

COILTUBING AND NITROGEN SERVICES (3.04.37) (NipeX No.0500189)
Contractor shall provide experienced personnel, equipment, personnel and services to perform Coil Tubing Operations in live gas and oil well (including Nitrogen operations).

DOWNHOLE TOOLSAND FISHING SERVICES (3.04.12) (NipeX No. 0500201)
Contractor shall be able to provide the following services for deviated and/or horizontal wells: complete set of downhole fishing equipment for drilling and completion operations
ars. overshots, die collars etc.) and qualified and experiencedflshing personnel.

DRILLING BITS SERVICES (1.01.12) (NipeX No.0500204)
Contractor shall provide both rock and monoblock bits for application in the drilling of! loosely consolidated shale and sand stone intervals in both water and non-aqueous based drilling fluid. Drilling bit performance benchmarking and end of section reports shall be issued by contractor. The bits must be suitable for rotary steerable application. Contractor shall provide bit engineering softwares for bit optimization. Supply shall be on a! consignment basis.

ELECTRICAL LOGGING SERVICES (3.04.10) (NipeX No.0500196)
Contractor shall provide latest-generation technology and experienced personnel (engineers and operators) able to run any and all types of log requested ; in particular (a) Magnetic Resonance Imaging, (b) Formation Tester with multi-sampler, fluid analyser and pump-out modules, (c) High Resolution Imaging tools applicable to water-based, and oil- based mud systems. Tool maintenance records must be given. Contractor should be able to process some of the acquired data as may be requested, within 48 hours. HSE considerations on-site, and throughout the campaign are part of Contractor’s responsibility.

FILTRATION SERVICES (3.04.36) (NipeX No.0500194)
Contractor shall provide surface filtration equipment, consumables and services (experienced and qualified, personnel, logistic Base and workshop facilities in Port Harcourt).

GYRO SERVICES (3.04.31) (NipeX No. 0500202)
Contractor shall be able to provide following services for deviated wells: complete set of North Seeking Gyro equipment gyro while drilling package, survey data QAQC and qualified and experienced gyro surveyors

ONSHORE CUTTIF’JGS TREATMENTAND DISPOSAL SERVICES (3.08.06 and 3.15.07) (NipeX No. 0500207)
Contractor shall be able to provide equipment and services (experienced and qualified personal. logistic, Base and workshop facilities in Port Harcourt) for Onshore Cuttings Treatment and Disposal services. Contractor shall take on the treatment of all oil-contaminated cuttings via Thermal Treatment to permit recovery of reusable oil and to be able to dispose them definitively in a proper way corresponding to DPR regulations; as well as provide fully certified and spill-proof skips for the containment and transportation of generated oily cuttings to the treatment plant. Contractor is responsible for reporting on efficiency, smpIing and analysing the rejects. Contractor shall present all relevant permits.
Contractor shall provide experienced and qualified onsite personnel (engineers & LMP operators). Contractor shall participate in the definition of mud programmes and suggest improvement.

MUDLOGGINGSERVICES (3.04.07)(NipeXNo.0500197)
Contractor shall provide Computerised-Advanced Data Unit Mud Logging and Geological ‘I Services, including experienced personnel. The contractor shall also provide necessary consumables and the surface equipment required for measuring while drilling, and/or tripping, parameters and geological parameters, to be able to conduct drilling operations in a safe manner and to be able to determine lithology and hydrocarbon potential zones.

PERFORATION SERVICES (TCP AND E/LINE) SERVICES (3.04.32) (NipeX No. 0500192)
Contractor shall provide and experienced personnel, equipment and services to perform TCP and E/Line perforation operations. This will include the delivery of equipment and accessories to perforate: 7”, 9-5/8”, 10-3/4 casing, including explosives hardware, accessories, with optional single trip TCP/GP.

RIG SITE DRILLING WASTE MANAGEMENT SERVICES (3.08.06 and 3.15.07) (NipeX No. 0500208)
Contractor shall provide equipment and experienced personnel to handle the treatment of spent Water Based Mud to dear reusable water using dewatering system and stabilise the generated drilled cuttings/solids to the standards recommended by the DPR to permit i disposal; the operational concept shall be “dry location”. Contractor shall also provide centrifuges for the treatment of Water Based Mud and Non-Aqueous Based Mud and HG Dryers for the latter, prior to further treatment/disposal. Contractor will be responsible for reporting on efficiency, sampling and analysing the rejects. Contractor shall present all relevant operational permits.

SURFACE WELLTESTING AND SURFACE SAMPLING SERVICES (3.04.16) (NipeXNo. 0500188)
Contractor shall provide experienced personnel, equipment and services for Surface Well Testing Operations, Surface Production Monitoring, surface Fluid Sampling, PVT analysis and Surface dataAcquisition for gas and oil wells.

SAND CONTROL HARDWARE SERVICES (3.04.33) (NipeX No. 0500190)
Contractor shall provide experienced personnel, equipment and services to perform sand control operations. This will include the delivery of downhole hardware and service tools to complete: High rate gravel pack in 7”, 9-5/8”, 10-3/4” casing and Open hole, including packers, GP extensions, fluid loss control device, crossovers, and service tools, for one to three zones, standard and CRA metallurgy.

SAND CONTROL PUMPING SERVICES (3.04.33) (NipeX No.0500191)
Contractor shall provide experienced personnel, equipment and services to perform Gravel Pack pumping operations. This will include the delivery of surface pumping equipment and accessories to complete: High rate gravel pack in 7”, 9-5/8”, 10-3/4” casing, and Open hole, including 2,000 HP pumping equipment, piping, coflex, tanks, blender, chemicals, recording devices, software, chemicals.

SLICKLINE SERVICES (3.04.12 and 3.04.24) (NipeX No.0500195)
Contractor shall provide the following services, but not be limited to:
experienced personnel
reservoir pressure measurements and temperature surveys, running ,setting, retrieving down hole safety valves ,down hole plugs and gas lift valves shifting sliding sleeves, carrying out wire line operations during well completion, fishing, maintenance and repairof contractor’s equipment provision of additional equipment. materials and services as may be required. assistance to operation at worksite as might be regarded necessary by company’s representative and implementation of contractor means and resources in case of a contingency or emergency situation. provision of daily reports:
provision of technical / engineering services in contractor’s base i.e. workshop / laboratory facilities

TANK CLEANING SERVICES (1.08.02) (NipeX No. 0500209)
Contractor shall provide equipment and services for automatic tank cleaning system. The system shall ensure little or no human confined space entry and shall be in a close loop with minimum amount of recycled wash water required for cleaning. Tank cleaning operation shall include but not limited to tank surveys, tank entry plans, risks assessments(JSA,Toolbbox, PTW e.t.c) minimum safety equipment (rescue planing & emergency procedure) and job completion debrief.

WASTE WATER INJECTION SERVICES (3.04.38) (NipeX No. 0500210)
Contractor shall provide equipment and services required to inject waste fluid generated in the course of drilling with water based mud. This waste is primarily saline water obtained after the dewatering process with properties above DPR limit. The system will consist of the following: Waste Water Transportation, Waste Water Storage. High Pressure Shearing, Filtration, Chemical Treatment, Control and Data Acquisition and High Pressure Injection Pumping.

Nigerian Content
TEPNG is committed to the development of the Nigerian Oil and gas business in compliance with the Nigerian ContentAct 2010 for Nigerian Content Development.
As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board)
Tenderer(s) shall comply with all the provisions of the Nigerian ContentAct that relate to this advert and in particular comply with the minimum Nigerian Content percentage for the scopes which are covered in the Schedule of the Act. This also includes and any other requirement that may arise from time to time not explicitly stated in this advert but which apply to the services in fulfillment of the Nigerian Content Act, in the submission of their Tender.

Failure to fully comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development Policy of the Nigerian government shall result in the disqualification of the tenderer from the bidding process.

As part of their submissions, Tenderer shall:

1. Develop a Nigerian Content Plan (NCP), which shall explain the methodology of how it intends to comply with the requirements of theAct and how to achieve the set target(s) in the Schedule of Nigerian Oil & Gas Industry Content DevelopmentAct and any targets set by The Board.
2. Develop a Research & Development Plan which shall explain the methodology of how it intends to promote education, attachments, training, research and development in Nigeria in relation to the contract.
3. Develop a Technology Transfer Plan which shall explain the methodology of how it intends to promote the effective transfer of technologies from alliance partners to Nigerian individuals and companies.
4. Develop an employment and training plan which shall explain how first considerations shall be given to employment and training of Nigerians in work programme on the contract, hiring and training needs with a breakdown of the skills needed and anticipated skill shortage in the Nigerian labour force including the traininq and understudy program for succession planing.
5. Submit a plan for how you intend to giv first consideration to services provided from within Nigeria with a list of work packages, 3rd party services and subcontracts that should be reserved for Nigerian indigenous contractors and those for Community Contractors including the list of services that will be provided by companies of Nigerian origin.
6. Submit a plan for how you intend to give first consideration to raw materials and manufactured/assembled goods of Nigerian origin. This shall include a breakdown of all raw materials to be utilized and identify those that are found locally. Finished products and materials that will be procured from Nigerian Manufacturing & assembly authorized vendors and accredited agents and those that would be directly imported.
7. Demonstrate that entity is a Nigerian indigenous company or an indigenous company in genuine alliance with a foreign-owned or multinational company registered in Nigeria. Submit certified true copies of CAC forms 10,02 & 07 (or its equivalent; CAC 2.3,2.4,2.5, etc.) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria. Where applicable, evidence of the Partnership/JV Agreement (where applicable) between Indigenous Company and their alliances with duly signed exclusive bintling Memorandum of Agreement by the CEO of the entities in the alliance.
8. Provide detailed description of the location of in-country committed facilities & infrastructure (assets, equipment, technical office, and administrative space, storage, workshop, assembly area, repair & maintenance, testing, laboratory, etc) in Nigeria to support this contract. Evidence that 50% of all equipment deployed to work by multinational and international companies is owned by the local subsidiaries is a necessity.
9. Provide a project-specific training, man-hour budget, skill development and technology transfer plan for Nigerian personnel or indigenous business including evidence of past performance on training and development for Nigerians nationals & indigenous business. Plan for sponsorship of Nigerians to acquire competence and/or certification. Further development of local employees as professionals. Proposed training plan for Nigerians on the project including a brief training outline for OEM products, engineering, software & hardware, project management, procurement, construction, installation, start-up & commissioning, maintenance, testing and operations.
10. Provide evidence (personnel list and positions with organization chart to substantiate) of percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians.
11. Submit tenderer’s corporate organization’s overall human resources structure (mgt, supervisors, senior & junior skilled officers. etc) identifying positions manned/ occupied.
12. Tenderer shall be expected to submit verifiable evidence of the OEM’s Nigerian Content Equipment Certificate (NCEC) issued by NCDMB during the technical phase of bidding.
13. All bidders during tendering shall demonstrate how the NC targets of the NOGICD Act would be achieved in accordance with the services.
14. The tender is to be bided for exclusively by only Nigerian indigenous companies.
15. R&D to be consistent with the requirements of the NOGICD Act.
16. R&D shall be carried out on the contracts under the auspices of NCDMB approved R&D cluster. SCOPE (list areas of research, linkage to industry, key drivers and expected outcome), name of research cluster and Nigerian location of centres, R&D duration, value of R&D expenditure, PLAN (purpose, NC targets, milestones and deliverables, performance reporting and period).

Note:
Failure to comply with the provision of the Nigerian Content Act 2010 or to demonstrate commitment to the development of the Nigerian Content Policy shall result in the disqualification of the tenderer from the bidding process.

Closing Date
Only tenderers who are registered with the relevant NJQS Product Product/Services categories A-D as at 22nd September 2014 being the advert close date shall be invited to submit Technical Bids.

• Failure to provide any of the listed documents or information may automatically disqualify the tenderer.
