The above-mentioned proposal was earlier advertised on 24 July 2014, in The Guardian, Leadership and Federal Tenders Journal as PUBLIC NOTICE NO. 3852. However, due to non-responsiveness of bidders, the Nigerian Ports Authority hereby invites interested and competent boats repairers with relevant expenence to apply for prequalification to be placed on a National Shopping List for periodic repairs of various marine vessels for a period of two (2) years.

Scope of Projects

The scope of the project includes short listing of reputable companies for periodic repair of the authority’s marine vessels.

Prequalification Requirements

Interested companies should submit Three (3) HARD copies (one original and two duplicate copies) and a SOFT copy (MS Word/ExceI/PDF) of the bound documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:

Mandatory Requirements (SOFT and HARD COPIES)
  1. Company registration Certificate from Corporate Affairs Commission (CAC) including Articles of Association.
  2. Consolidated TAX Current Clearance Certificate for 2011, 2012 & 2013
  3. Evidence of VAT registration
  4. Pension Commission (PENCOM) Compliance certificate where applicable
  5. Industrial Training Fund (ITF) certificate where applicable
  6. Evidence of current registration with Financral Reporting Council (FRC) where applicable
Other Requirements (SOFT and HARD COPIES)
  1. Evidence of ownership of dry-docking facilities or partnership (MOU) with a ship yard with such facilities
  2. Evidence of experience of ship classification repairs, reactivation and dry-docking. Please attach copies of transaction documents including award letters and completion certificates.
  3. Company profile to include names, qualification and expenence of key personnel, such as Naval Architects, Class 1 Marine Engineers, Competent and Recognized Mechanics, Fitters and Certified Welders
  4. Evidence of a Class standard welding repair procedure.
  5. Evidence of existing and Working Quality Assurance and Control System.
  6. All relevant information concerning contact, telephone, fax and e-mail address of company representative.
  7. Bids must be in English language in clear copy and signed by an official authorized by the company.
  8. Evidence of financial capability from a reputable bank.

Submission of Prequalification Documents

One (1) soft and Three (3) hard copies of prequalification documents should be submined in a sealed envelope and clearly marked “INVITATION FOR PREQUALIFInat CATION OF MARINE VESSELS (BOAT/SHIP) REPAIR CONTRACTOR (NATIONAL SHOPPING LIST)” specifying Public Notice No 3863 addressed to The Secretary, Tenders Board, Nigerian Ports Authority and dropped in the designated Tender Box located on the ground floor, Nigerian Ports Authority Headquarters at 26/28, Marina Lagos not later than 11.00 am on 22nd September, 2014. All received bids will be opened immediately at the Conference room, 1 Joseph Street, off Marina, Lagos in the presence of bidders or their representatives. Please, ensure that you sign the bid submission register in the office of the General Manager, Procurement, room 029 ground floor, as the Authority will not be held liable for misplaced or wrongly submitted bids. Note that:
  • Companies are not permitted to bid for more than two lots, otherwise they will be disqualified
  • This invitation to tender does not place any obligation on the Authority to conside any responding company for award of Contract. Acceptance of any wrongly placed tenders would not be entertained.
  • All costs incurred as a result of this tender invitation and any subsequent requests for information shall be borne by the bidding companies. Late submission will not be entertained and only short-listed companies will be contacted.
