Invitation for Bids (IFB) for the Construction of Duplex and 4- Bedroom Bungalows 

The Federal University Gashua, Yobe State, intends to apply funds from Federal Government and its Agencies to carry out the following works:
Lot 1a: Construction of 1 no. 5-bedroom duplex Guest House
Lot 2a: Construction of 2 nos 4-bed room bungalows Type A
Lot 2b: Construction of 2 nos. 4-bedroom bungalows Type B

Eligibility Criteria
Interested bidders are to submit the following as minimum Technical Requirements for the project:

Mandatory Requirements

1. Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of certificate of incorporation and Article of Association,
2. Tax Clearance Certificate covering 2011, 2012 & 2013.
3. Evidence of VAT Registration with TIN and past remittances for the last 3 years
4. Evidence of Certificate of compliance with the amended Industrial Training Fund (ITF) act, 2011
5. Evidence of Certificate of Compliance or Exemption from PENCOM in accordance with the pension Act, 2004.
6. Possession of experience as a main contractor in building construction in at least two (2) projects of similar nature and complexity with verifiable letters of contract award and certificate of job completion within the last five years
7. Evidence of financial capability (reference letter or offer of credit facility of at least N10.0m from a reputable bank)
8. Evidence of key Technical and administrative Staff to be deployed on the project, including Architects, Civil Engineers Mechanical! Engineers with CVs and photocopies of academic and professional qualification, like ARCON, COREN, COBOL, etc.

Additional Requirements

1. Company Audited Accounts forthe past three (3) years;
2. Comprehensive Company profile and organizational structure.
3. Comprehensive list of plants and machineries to be deployed to the project with evidence of possession/lease.
4. Evidence of corporate social responsibility rendered (if any)
5. Submission of a certified Bank Draft for 2% of the total Tender sum as Bid Security.
6. Sworn affidavit indicating that all information provided are true in every respect and that the company is not in receivership of any liquidation proceedings and none of the Directors was convicted of fraudulent or financial impropriety.

Verification of Claims
Please note that Federal University, Gashua, reserves the right to verify claims submitted by any interested Contractors

Collection of Tender Document
Qualified companies shall on application collect Financial Bidding Documents from 12noon of Thursday, 9th September, 2014 at the:
Office of the Registrar
Federal University, Gashua,
Yobe State

Upon the presentation of evidence of payment of non-refundable tender fee of N10, 000.00 to the scheduled officer.

Closing Date:
21st October 2014

Submission of Bids
Completed Technical and Financial Bids (Two sets of hard copy) shall be submitted in two different envelops and labeled “Technical Bid” and “Financial Bid” with the company name indicated at the back of each envelop. Both envelopes should be sealed and placed in a third envelope marked “Construction of five (5) Bedroom Duplex Guest House" and addressed to:

Office of the Registrar,
Federal University, Gashua,
Yobe State.

The Tender Documents are to be submitted on or before 12:00 noon on 21st October, 2014
Technical Bid will be opened same day at 12:00 noon at the University Conference Hall.
Only firms whose technical bids meet the minimum requirements would have their financial bids considered.
