Invitation for Technical and Commercial Bids for the Execution of Projects at Enugu State Rural Electrification Board

The Enugu State Government of Nigeria got a Line of Credit from the EXIM BANK OF INDIA forthe Rural Electrification of ninety six (96) communities in the three Senatorial Zones of the state. Forty nine (49) of the communities require new electricity projects; thirty four (34) Communities require extension of electricity while thirteen (13) communities require boosting of electricity.

Invitation for Technical and Commercial Bids for the Execution of Projects 

For these projects, the Enugu State Rural Electrification Board (ENREB) of the Ministry of Rural Development invites sealed Technical and Commercial bids from reputable Indian Electrical Engineering Contractors with proven records of the supply of electrical equipment/materials, and construction of the rural electrification projects:
  1. Construction of 33kv (HV/LV) Lines.
  2. Construction of 11kv (H V/LV) Lines.
  3. Supply of 3310.415 distribution transformers, fully equipped.
  4. Supply of 11/0.415 distribution transformers, fully equipped.
  5. Supply of LVLD meters for distribution transformers.
  6. Procurement of special erection/excavation equipment.
Bidders are expected to:
  1. Show evidence of payment of USD1.000.00 (one thousand US Dollars) non-refundable fee of bidding documents. Payment will be by either cash or bank draft drawn in favor of “Enugu State Rural Electrification Board”, payable at Enugu, Nigeria from 0800hrs to 1600hrs Nigerian time on all working days from Tuesday, August 25th, 2014 to Thursday, September 25th, 2014.
  2. Show evidence that the bidder is registered as an entity in India. Registration with the Nigerian Corporate Affairs Commission (CAC) is an added advantage.
  3. Show evidence that the bidder has substantially completed at least one Electrical Engineering Project asan EPC contractor of any State rural electrification board or State owned Utility or Government owned agency or any National Electrification project involving supply, erection and commissioning of minimum of 400 km of 33kv or 11kv or LT lines within the last five (5) years, with a value of at least 20 Million dollars (USD20,000,000) in Nigeria that has been successfully and substantially completed evidencing certificate from the specific government agency. (Projects not completed minimum of 75% of erection & commissioning shall not be treated as substantially completed).
  4. Show evidence that Bidder is having credible servicing network in Nigeria so as to evidence servicing and maintenance of distribution lines and equipment mentioned in the tender.
  5. Show evidence that bidder has supplied distribution transformers in at least two (2) contracts to any State Rural Electrification Board or Rural Department in Nigeria evidencing supply of at least 100 nos of distribution transformers in last four years.
  6. Show evidence that bidder is in the business of manufacturing of distribution transformers.
  7. Provide evidence of bid security in terms of Bank Guarantee of USD1,000,000.00 (one million US Dollars) from a reputable source from an eligible country. If the guarantee is issued by a bank outside Nigeria, the issuer shall have a correspondent financial institution located in Nigeria to make itenforceable.
  8. Provide the company’s audited account for the past three years, 2011,2012 and 2013.
  9. Provide the company’s Tax Clearance Certificate for the past three years, 2011,2012 and 2013.
  10. Provide evidence of financial capability of $10,000,000 million attested to by a letter from the company’s bankers.
  11. Provide a copy of the Company Profile and the Memorandum and Articles of Association.
  12. Provide the Curriculum Vitae of the key officers of the company to be deployed to the project.
  13. Provide evidence that the Project Manager for the project is a COREN registered electrical engineer with at Ieast fifteen (10) years cognate experience.
  14. Bidding will be conducted using International Tender Procedures as set out by EXIM Bank of India.
Collection of Tender Documents
Interested bidders can obtain bidding documents with USD1, 000.00 (one thousand US Dollars) from the office of the General Manager. Enugu State Rural Electrification Board, No. 6 Club Road, G.R.A., Enugu. Nigeria between 0800hr and 1600hr Nigerian time, on every working day. Completed bidding documents shall be returned to the same address on or before 11.00hr on Thursday, September 25th, 2014.

Submission of Tender Documents
  • The bid documents shall be submitted in three sets of envelopes:
  • Technical Tenderwill be in two separate envelopes, one marked “ORIGINAL and the other marked COPY”.
  • Commercial Tender will be in two separate envelopes, one marked “ORIGINAL” and the other marked “COPY”.
  • Financial Papers will be in two separate envelopes. One envelope will contain the original copy of receiptfor the USD1, 000.00 (one thousand US Dollars) tender feeand original copy of bid security. This envelope will be marked ORIGINAL. The second envelope will contain photo copies of the documents and marked COPY”.
On one face of each envelope will be written the project title, addressed to:

Enugu, Nigeria.

Bidders are invited to witness the bid opening that will start by 1200hr on Thursday, September 25th, 2014, at the Conference Hall, Bridgewaters Hotel, Garden Avenue, Enugu, Nigeria.
  • The reverse side of the envelope will contain the name and address of the company as well as the name, telephone number and email address of the contact person.
  • One set of CD containing copy of duly completed documents together with scan copies of attachments including Technical/Commercial documents will be produced.
  • The six envelopes plus the set of CD will be enclosed in one large envelope, the faces of which will be marked as stated above. All the envelopes will be securely sealed.
  • Completed bid documents can be hand-delivered or sent by courter service.
Notices
  • Bids submitted late or not signed shall be rejected.
  • Failure to adhere to the stipulated guidelines will result in disqualification.
  • The Enugu State Rural Electrification Board (ENREB) reserves the right to verify the authenticity of submitte documents with the issuing authorities.
  • Bidders with history of projects abandonment will not be considered.
  • Failure of any bidder to provide any of the documents statutorily required for eligibility shall lead to automatic disqualification.
  • Any attempt to influence the internal selection process or due process will lead to disqualification.
  • This Invitation toTender (ITT) is guided by the Enugu State Government Procurement Policy and Process.
