In compliance with the Public Procurement Act 2007, the Federal Airports Authority of Nigeria [FAAN] intends to undertake the Civil Work projects for Murtala Mohammed International Airport, Lagos {MMIA}, Nnamdi Azikwe International Airport, Abuja {NAIA}, Mallam Aminu-Kanci International Airport, Kano {MAKIA} and restoration of sewage water treatment plant at Port-Harcourt International Airport, Port-Harcourt1 {PHIA} under its 2014 FGN budget.

Invitation for Bids to Tender for the Civil Work Contracts at the Various Airports and Restoration of Sewage Treatment Plant at Port Harcourt International Airport Under FAAN 2014 FGN Budget 

Consequently, the Authority wishes to invite competent and reputable companies with requisite field of knowledge and experience to tender for the project:

The Projects/Scope of Works:


Lot A1:
Murtala Muhammed International Airport (MMIA), Lagos Height increase to a portion of the existing reinforced concrete perimeter fence wall.

Lot A2:
Height increase to the existing block-wall fence around the new Protocol Lounge / Personnel building including the provision of toilet/bathroom facilities for airside security access gate and construction of ground equipment parking lot at Murtala Muhammed International Airport (MMIA), Lagos.

Lot A3:
Complete remarking of the airfield pavement for (Domestic and International) at Murtala Muhammed International Airport (MMIA), Lagos.

Lot A4:
Construction of hard stand for the disable aircrafts at General Aviation Terminal (GAT), Lagos.

Lot B1:
Improvement to the airstrip Runway End Safety Area. (RESA) at Nnamdi Azikwe International Airport (NAIA), Abuja.

Lot C:
Port Harcourt International Airport (PHIA), Port Harcourt Restoration of the sewage treatment plant.

Requirements
Documents That Must Be Submitted Along With the Completed Tender.
  1. Evidence of Company Registration / Certificate of incorporation of the company.
  2. Certified true copy of memorandum and article of association with CAC forms CACO2 & CACO7 inclusive (where applicable).
  3. Evidence of tax payments (Current Tax Clearance Certificate) for the last three years (2011, 2012 & 2013).
  4. VAT registration and evidence of remittance.
  5. Evidence of PENCOM Clearance Certificate and remittance(s).
  6. Evidence of current Industrial Training Fund (ITF) Certificate of Compliance.
  7. Evidence of financial capability to execute the project (Bank Reference Letter/Bank guarantee will form part of the evaluation criteria).
  8. Copies of the audited account of the company for the last three years.
  9. Verifiable evidence of similar works successfully completed / on-going (e.g. Letter of Award, Certificate of completion, Contract Agreement and Payment Certificate).
  10. Current evidence of firm’s registration with relevant professional body (ies).
  11. All financial bids valued N 100 million and above for works MUST be accompanied with a 2% Bid Security from a Nigerian Commercial Bank. (enclosed in the Financial bid).
  12. Evidence of Ownership / Lease agreement of relevant heavy duty equipment
  13. Photocopy of the Bid Purchase Receipt.
  14. Sworn Affidavit disclosing as follows:
  • That all documents submitted are not only genuine but correct.
  • That the Director(s) has/have never been convicted by any court of law.
  • That none of firm’s Director or the company is bankrupt.
  • Whether or not any of the officers of FAAN or BPP is a former or present Director of the Company.

Submission of Documents.
  1. The documents are to be submitted in four (4) copies in A4 paper size and neatly bound.
  2. The document should be arranged in the order listed under Pre-Qualification and Tendering requirements and clearly separated by dividers.
  3. The original Technical Proposal should be enclosed in one (I) envelope and three (3) copies in another envelope; duly marked the envelopes as “ORIGINAL" and “COPY”. These two (2) envelopes shall then be enclosed in one (I) single outer envelope, duly marked “TECHNICAL PROPOSAL”.
  4. The Tenderers shall also enclose the original Financial Proposal in one (I) single separate envelope; duly marked the envelope as “FINANCIAL PROPOSAL” and with a warning “DO NOT OPEN WITH THE TECHNICAL PROPOSAL”.
  5. The inner and outer envelopes shall:
  • Bear the name and address of the Tenderer.
  • Be addressed to the Employer at the address specified in the Special Instruction to Tenderers (SIT).
  • Bear the name of the Tender and the Tender Number as specified in the SIT, and;
  • Bear a statement “DO NOT OPEN BEFORE….” the time and date for Tender opening as specified in the SIT
  1. If all envelopes are not sealed and marked as required by ITT Sub- Clause (3) above, the Employer will assume no responsibility for the misplacement or premature opening of the Tender.
  2. All documents must be submitted to the office of “The General Manager (Procurement)”, FAAN Headquarters, Ikeja Lagos.
  3. BIDDERS SHOULD NOT SUBMIT BID FOR MORE THAN ONE PROJECT.
Opening of Documents.
Submission of tender document shall close at exactly 11.30 am on Monday, November 3rd 2014. All submissions will be opened on the same day at 12 noon in FAAN Headquarters, Commercial Conference Room, Ikeja, Lagos.

Important Information.
  • Tender document are to be obtained at the office of the General Manager (Procurement), Federal Airport Authority of Nigeria, (Headquarters) with a non-refundable fee of N25, 000.00 payable to the Accounts Department of the Authority.
  • Minimum Turnover required for each contract from the bidding companies should not be less than N500, 000,000.00
  • FAAN reserves the right to verify the authenticity of any claims made on the tender documents submitted by companies.
  • Failure to comply with the instruction(s) and provide any required document(s) may automatically result in disqualification.
  • FAAN reserves the right to reject any or all the tender documents.
  • Original of all documents abo’’e must be produced for sighting at the opening and any other time requested.
  • Tender documents submitted late shall be rejected.
  • All submissions must be in English language.
  • This advert shall not be construed to be a commitment on the part of FAAN, nor shall it entail the Applicant to make any claim(s) whatsoever and/or seek any indemnity from FAAN, by virtue of such applicant having responded to this publication.
