The Federal College of Education, Eha-Amufu, invites interested, competent and qualified contractors/suppliers to tender for the following TETfund Normal and Special lntervention projects in the College.

Invitation for Pre-Qualification to Tender for 2011, 2012, 2013 TETfund Normal and Special lntervention projects 

Projects
The projects involved are as follows

Projects:

1. Furmshing of Newly Completed Tetfund building projects (i) Lot 1—Office Furniture-Normal Intervention. (ii) Lot 2- Offce Equipment-NormaI lntervention
2. Provision of fire Fighting Equipment — Normal Intervention.
3. Equipping and Networking of Computer Based Test Centre (CBT)-Normal lntervention.
4. Provision of Class Room Furniture — Normal lntervention.
5. Construction of 1000 Capacity Lecture Theatre — Normal Intervention.
6. Procurement of Utility Vehicle - Tetfund Special.
7. Construction of 2 Storey, Students Hostel (312 Rooms) — Tetfund Special.
8. Cortstruction of Agricultural Farm Complex- Tetfund Special.
9. Construction of Academic Block Complex for Department of Fine and Applied Arts- Tetfund Special.
10. Construction and Furnishing at one Storey Building Academic Block for School of Vocational Education —Telfund Special.
11. Construction of one Storey Building Academic Staff Offices-Tetfund Special.
12. Water Supply, Reticulation-Tetfund Special.
13. Rehabilitation of College Library- Tetfund Special.

Pre-Qualification Requirements
Contractors:
Mandatory:

1. Evidence of Registration with Corporate Affairs Commission (CAC) or Registration of business name.
2. Valid Tax Clearance Certificates for the last three (3) years (2011, 2012, 2013).
3. Evidence of VAT Certificate and VAT Remittance to Federal Inland Revenue Services (FIRS) for the last three (3) years (2011, 2012, 2013).
4. Evidence of Current Audited Accounts for the last three (3) years 2011, 2012, 2013.
5. Evidence of compliance with the Pensions Reform Act 2004 (PENCOM) (Certificate of Compliance by PENCOM).
6. Evidence of contributions to Industrial Training Fund (ITF).

Others

1. Sworn affidavit indicating whether any staff of the Federal College of Education, Eha-Amufu is a former or present Director, shareholders or has any pecuniary interest In the Company.
2. Evidence of financial capability and bank reference.
3. List of Personnel to be deployed to the projects showing qualifications and experiences.
4. List of equipments (owned/hired) and technology capacity.
5. A verifying Affidavit undi the Public Procurement Act 2007 sworn to at the Federal High Court indicating that the Company is not in receivership and none of its Directors has been convicted for fraud.
6. Verifiable list of similar jobs carried out by the firm in the last three (3) years including costs.

Consultants:

1. Firm registration with relevant professional body.
2. Evidence of registration with Corporate Affairs Commission.
3. Tax clearance certificates for the last three (3) years 2011, 2012. 2013.
4. List of support equipment availabie for the period e.g. Computers, Scanners, printers, etc.
5. Experience/technical qualification of key personnel to handle the project.
6. Evidence of financial capability and bank reference.
7. Verifiable list of similar jobs carried out by the firm in the last three (3) years including cost.
8. Work programme, service methodology and organization chart.
9. Evidence of PENCOM compliance.
10. Evidence of VAT Certificate and VAT Remittance.

Submission of Pre-Qualification Documents
Separate pre-qualification documents should be submitted for each work/job detailed above in a sealed envelope with the caption “Pre-qualification as Contractor/Supplier for TETfund normal/Special Intervention Project" written at the bottom right corner of the envelope. The pre-qualificatlon documents should be submitted in the tender box located in the Office of the Secretary of the Procurement Planning Committee (PPC), Federal College of EducatIon, Eha-Amufu, not later than 4:00pm. Monday, 6th October, 2014.

Collection of Contract Documents:
Only shortlisted contractors/suppliers who are successful in the pre-qualification exercrse should collect the contract documents from the Office of the Director of Works, Federal College of Education, Eha-Amufu on the payment of a non-refundable fee of between N20,000.00 (twenty thousand naira) and N50,000.00 (fifty thousand naira) only as may be required for the particular project. Payment should be in Bank Drafts payable to Federal College of Education, Eha-Amufu. Photocopy of receipt of non-refundable fee should be submitted along with tender documents.

Closing Date:
3rd November 2014

Submission of Tender Documents:
Tender documents are to be submitted sealed in the Tender Box located in the Office of the Secretary on or before 12.00 noon prompt on Monday. 3rd November, 2014 which will be followed by public opening of tender at 1:00pm prompt at the Council Chambers of the College.

• Only shortlisted contractors/suppliers will be contacted,
• The College is not bound to accept any tender.
• Wrong placement of tender documents will not be entertained.
• Participation in the bid does not guarantee any company the right to be awarded any job.
