Invitation for Pre-Qualification and Tender Exercise for 2012/2013 Merged Tertiary Education Trust Fund (TETFUND) Intervention in Library Devlopment

The Kogi State Polytechnic, Lokoja, in compliance with the requirements of the Bureau of Public Procurement Act 2007 of the Federal Government of Nigeria, hereby invites interested, competent, reputable and registered contractors/suppliers with proven experience and global track records, for pre qualification and tender for our 2012 and 2013 merged TETFund Normal Intervention in Library Development for the following projects: -

LOT 1: Procurement of 2,427 Assorted Titles of books.
    Note: Books would be awarded based on areas of specialization i.e. Engineering, Management, Environmental, Science etc.
LOT 2: Procurement of Journals
LOT 3: Subscription of Aggregated on - Line Academic Books and Journals
LOT 4: Complete Deployment of e-Resources and Library Digitization with Internet Access Capability.
LOT 5: Procurement of 25 Units HP Desktop Envy Recline Touch Smart 23” Screen, 8GB RAM, 1TB (1000GB) Hard Disk, Core i5, Windows 8.
LOT 6: Procurement of 25 Computer Tables.
LOT 7: Procurement of 25 Computer Chairs.
LOT 8: Procurement and Complete Installation of Closed Circuit Monitoring System (CCTV) with 10 HD/IR Camera and 18 Channels DVR with Installation.
LOT 9: Procurement of 6 SharpAR5623 Photocopiers.
LOT 10: Procurement of 7.5 KVA Integrated On-Line Inverter with Hybrid Tech 10 Batteries with Installation and Configuration and 3 Phase 30 KVA Industrial Stabilizer (PSC Server Volt 3 Phase) 30 KVA Industrial Digital Stabilizer.

Mandatory Pre-Qualification Requirements

1. Evidence of incorporation of the company with the Corporate Affairs Commission (CAC).
2. Evidence of Recent Annual Returns to Corporate Affairs Commission (CAC).
3. Evidence of Current Tax Clearance Certificate i.e. (2011, 2012 and 2013).
4. Evidence of VAT Certificate and VAT remittances to Federal Inland Revenue Services (FIRS).
5. Company ProfiLe with list of staff, including curriculum vitae, competences, quaLifications, registration with relevant professional bodies and experience of key personnel.
6. Evidence of previous similar projects undertaken in the past three (3) years including scope of project, site of project, contract sum, evidence of successful completion of the project (interim/final valuation & certificates).
7. Evidence of partnership with Original Equipment Manufacturers of equipment.
8. Evidence of Current Audited Accounts of Firm for the last three (3) years i.e. (2011, 2012 and 2013).
9. Evidence of Financial Capability and Bank Support (bank reference), bank statements of account for the last three months and letter authorizing the Polytechnic to verify same from the bank. Most importantly, evidence of level of bank facility available to the contractor is required.
10. Articulated work plan and methodology for the execution of the project.
11. Evidence of compliance with the provisions of the Pensions Act.
12. Evidence of compliance with the provision of the Industrial Training Fund Act.
13. Please state clearly your Company’s full contact address, GSM, phone number and e-mail address for ease of communication. Originals of the verifiable documents must be produced for sighting during tender opening.
14. Contractors who did not diligently execute nor conduct themselves properly on previous contract with the Polytechnic need not apply.
15. Only contractors that have proven capability, relevance and good records of accomplishments should respond as consideration of bids submitted would be based on satisfactory assessment of the pre-qualification documents.
16. Sworn affidavit that:

• The Firm is not bankrupt.
• None of the Directors is an Ex-convict or bankrupt.

Collection of Bid Document
Detailed specification and unpriced bill of quantities are obtainable in the Office of the Polytechnic Librarian, Kogi State Polytechnic, Lokoja upon payment of a non-refundable processing fee of Thirty Thousand Naira (N30, 000.00) only for each of the LOTs. The fees are to be paid into the Polytechnic’s account, at the Bursary Department.

Submission of Pre - Qualification and Tender Documents
ALL duly pre-qualification and tender submission should be in duplicate copies (with the original marked “original copy”) and sealed in separate envelops enclosed in a common envelope. All envelops must be wax sealed and bear the LOT number at the right hand corner. The company name and address should be indicated on the reverse side of the envelope and addressed to:

P.M. B. 1101, Lokoja.

And hand - delivered to the Office of the Registrar on or before 15th October 2014. Both the pre – qualification and bid documents will be opened at 1.00 p.m. on the closing date in the Polytechnic Council Chambers.

Note that only tender of those pre - qualified will be opened. The tender submission of those not pre - qualified will be returned to them sealed. All prospective contractors or their representatives are advised to attend the pre - qualification and tender opening.

Please note:

• Further submission after the specified time would not be accepted.
• The document should be arranged and submitted in the order they appeared above, please.
• Originals of documents must be produced for sighting during the opening ceremony.
• The Polytechnic reserves the right to reject any or all of the pre - qualifications/tender submissions.
• Failure to provide any of the listed documents will automatically lead to disqualification.
