The Kaduna State Government of Nigeria is a beneficiary of US30Million Dollars lndian line of Credit for Power Projects. The Credit facility is to be utilized for construction of 2 x 60MVA 132/33KV Substations, Solar mini grid Electrification and Stand-alone Solar Street lighting within Kadina State. A Project Management Consultant (PMC) would be required to facilitate the execution of the projects.

Invitation for Expression of Interest for the Provision of Consultants Services to Kaduna State Government for Construction of 2 X 60MVA 132/33KV Substation, Solar Mini Grid Electrification and Solar Street Lighting 

The Ministry of Rural and Community Development Kaduna State Nigeria is requesting for Expression of Interest by Project Management Consultants for Consultancy Services for the Construction of 2 x 60MVA 132/33KV Substations, Solar, mini grid Electrification and Stand-alone Solar Street Lighting in Kaduna State.

Terms of Reference
The role of Project Management Consultant Will cover:

1. The design, bidding including preparation of tender documents and evaluation of bids),
2. Monitoring of implementation
3. Evaluation of operations and Maintenance
4. Post Commissioning stages of the project
5. Preparation of operational plan and suitable safe guards for ensuring sustainability and maintenance of project during the defects liability period.

Eligibility Criteria:
Eligible Project Management Cunsultants are to provide the following as minimum prequalification requirement for the project.

1. Evidence of Registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation and Article of Association,
2. Last 3 years (2011, 2012 and 2013) tax Clearance Certificates.
3. Evidence of Pension and Social Security Contribution and evidence of Remittances of employee pension.
4. Evidence of compliance with provision of the industrial Training Fund (lTF) Amendment Act (2011)
5. Evidence of VAT Registration and Remittance.
6. Detailed Company profile including corriculum vitae of five key Professional Star and other resource persons.
7. Verifiable list of Consultancy assignment executed on Construction of 2 x 60MVA 132/33KV Substation, Solar mini grid Electrification and Stand-Alone Solar Street lights including letters of award of contracts annd job completion certificates should be submitted.
8. Evidence of financial capability/reference letter from a reputable Bank.
9. Evidence of Registration and Accreditation with relevant professional bodies such as COREN etc (with at least 3 Directors).
10. Evidence of registration with Kaduna State Tenders Board.
11. Evidence of registration of Business Premise with Kaduna State Ministry of Commerce and Industry.
12. Having Annual Auditors Report for the last 3 Years.

The expression of Interest shall be submitted in three 3, hard bound copies and One (1) electronic copy, in sealed envelope addressed to:
