Invitation for Bids for the Development of Olaleye Lagoshoms Scheme Iponri

The Lagos State Government has approved the 2014 budget of Ministry of Housing under the provision of Economic Housing Units towards the cost of executing some capital projects and intends to apply part of the proceeds to payments under the contract for the development of Olaleye LagosHOMS Iponri Lagos State:

Lot: 1.
Description of Activity: Construction of 2 block s (excluding pilling) each consisting of (a.) 8 flats of 2-bedrooms, (b) 4 flats of 3-bedrooms.

Delivery Period: 12 Months

Lot: 2.
Description of Activity: Construction of 1 block (excluding pilling) consisting of ( a.)4 flats of 1 bedroom, (b,) 4 flats 2 -bedrooms, (c.) 4 flats of 3 bedrooms.

Delivery Period: 12Months

Lot: 3
Description of Activity: Water Supply and Reticulation to the Housing Estate.

Lot: 4.
Description of Activity: Construction of Road, Car parks and DraInage.
LGA: Lagos Mainland
Bid Security (N): 2%
Delivery Period: 8 Months.

Bidders are eligible to bid for one or more lots; evaluation will be done on Lot by Lot basis.
Bidding will beconducted through National Competitive Bidding procedures as specified in the Lagos State Public Procurement Guidelines for Works and is open to all bidders.
The Ministry of Housing, Secretariat Alausa, Ikeja now invites sealed bids from eligible Contractors for the above Contracts as detailed in the bidding document.

Qualification Requirements/Eligibility Criteria
Interested competent and reputable Companies wishing to carry out the projects as described above are required to submit the following documents:

1. Evidence of Registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Articles of Association.
2. 2011, 2012 and 2013 Tax Clearance Certificates.
3. Evidence of experience as a Prime Contractor in at least (3) projects of similar nature and complexity with verifiable letter of contract award and certificate of job completion within the last Ten (10) years.
4. Detailed company profile and organisation structure including names and telephone numbers of key personnel (Technical/Managerial).
5. Evidence of financial capability (Reference letter from reputable bank).
6. Copies of VAT Registration with TIN number and evidence of VAT remittances for the last 3 (three) years.
7. Company’s Audited Accounts for the last 3 (three) years.
8. Evidence of 3 (three) years development levy for two directors of the company.
9. Evidence of Registration as a contractor by the Lagos State Tenders Board.
10. Evidence of availability (own/lease/hire) of the essential equipment as listed in the Bidding Data Sheet.

A complete set of Bidding Locumentin English Language may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Twenty Thousand Naira (N20, 000.00). Payment will be by bank draft issued in favour of Lagos State Ministry of Housing, and paid into the account designated by the Ministry.
The Bidding Document will be collected by hand or sent by Courier upon request.

Bids in sealed envelopes must be delivered to the address below on or before 12 noon on Friday 31st October 2014 and must be accompanied by the required bid security as indicated in the table above. Electronic bidding will not be permitted. Late bids will be rejected.
Bids will be opened in the presence of bidders’ representatives who choose to attend on Friday 31st October 2014 by 2:00p.m, at the Conference Room of the Ministry of Housing Alausa Secretariat Ikeja Lagos State.
