The Federal Government of Nigeria through the Federal Ministry of Agriculture and Rural Development (FMA&RD) in collaboration with the Public Private Partnership (PPP) Unit of the Federal Ministry of Finance (FMoF) hereby announce this invitation to prospective investor/operators to express interest in the operation and management of 33 Silo complexes located in Nigeria.

The Federal Government of Nigeria (FGN) has invested substantially in the development of Silo Complexes across the country under the Strategic. Grain Reserve Programme. The storage capacity of the Silo Complexes ranges from 11.000 to 100,000 metric tons with a total combined storage capacity of 1.3 million metric tons.
With the impressive output of grains being recorded wider the implementation of the current Agricultural Transformation Agenda, the FGN is considering the option of partnering with tifa private sector in the management and operations of the Silo Complexes which hitherto have been the responsibility of the Strategic Grains Reserve Department of the FMA&RD. It is expected that private sector participation in the management ofthe Silos will improve efficiency and capacity.

In light of the foregoing, the Federal Government of Nigeria through the FMA&RD and the Federal Ministry of Finance has embarked upon the project to concession the 33 Silo Complexes. The FMA&R.T) as the owner of the Silo infrastructure will be the project sponsor and granting authority for this concession.
The concessions will be procured via competitive bidding, following a two-stage bid process: a prequalification stage and a proposal stage. In order to participate in the tender, interested applicants are requested to register at www.nigeriasilostransactions.com, where they will also be able to submit queries and access documentation.

Method of Application

Prospective bidders are required to download the submission forms from www.nigeriasiIostransactions.com and submit the completed forms, along with the necessary supporting documents.
Expressions of Interest at the cost of prospective bidders must be submitted in six copies (one original and five (5) hard copies) in a sealed envelope clearly marked “EXPRESSIONS OF INTEREST FOR THE CONCESSION OF 33 SILO COMPLEXES”. Upon receipt of Expressions of Interest (EOI, FMARD and FMoF shall evaluate and pre-qualification applicants for a subsequent Request for Proposals.
