Expression of Interest for the Provision of Consultancy Services on Various Engineering Works 

The Nigerian ports Authority hereby invites reputable and competent firms with relevant experience to submit documents for the under-listed consultancy services:

Lot 1: Consultancy Services for Construction of Observation Tower for Nigerian Navy at Takwa Bay, Lagos.
Lot 2: Consultancy Services for Shore Protection between Berth 12 and Integrated Oil Depot at Tincan Island Port.
Lot 3: Consultancy Services for Construction of Ogogoro Jetty for Nigerian Navy at Ogogoro Island, Lagos.
Lot 4: Consultancy Services for Erosion Control at Calabar Port.

Please Note that Bidders are not allowed to bid more than Two (2) Lots in this advertisement.

Scope of Projects
This will be contained in the Request for Proposal which will be issued to prequalified Consultants.

Expression of Interest Requirements
Interested Bidders should submit three (3) HARD COPIES) (one original and two copies) and a SOFF COPY of the bid documents. The Hard Copies must be Bound, Duly signed paginated, separate by divider and arranged in the order outlined hereunder:

Mandatory Requirements (HARD/SOFT COPIES)

1. Evidence of Certilicate of Incorporation with the Corporate Affairs Commission (CAC)
2. Evidence of Tax Clearance Certificate for the last three (3) years (2011, 2012 and 2013)
3. Current Pension Clearance Certificate from PENC0M.
4. Evidence of compliance certificate with Industrial Training Fund (ITF) Act No.19 of 2011
5. Evidence of Personnel registration certificate with COREN.

Other Requirements (HARD/SOFT COPIES)

1. Evidence of similar project executed in the past, including letters of awards, completion certificates etc.
2. Company Profile to include names, qualifications and experience of key personnel.
3. All relevant information concerning contact, addresses, telephones, fax and e-mail address of company.
4. For joint venture (JV) /Partnership, Memorandum of Understanding (MOU) should be provided.
5. Bids must be in English Language and signed by an official authorized to bind the bidder to a contract.

Submission of Technical/Financial Tender Documents
The expression of interest (EOI) documents are to be submitted in triplicate (One original and Two duplicate copies) (One (1) SOFT and Three (3) HARD Copies) for each desired lot, paginated and arranged with dividers as indicated above. The expression of interest documents should be submitted in sealed envelope and addressed to the “The Secretary to the Tender Board, Nigerian Ports Authority and clearly Marked “EXPRESSION OF INTEREST FOR THE PROVISION OF CONSULTANCY SERVICES FOR (Description of Service and Lot Number), P.N. 3882” and dropped in the designated Tender Box on the ground Floor, room 029 Nigerian Ports Authority Corporate Headquarters, 26/28 Marina, Lagos not later than 11:00am on Monday 3rd November, 2014.

All Bids received will be opened immediately at the conference room, 1 Joseph Street off Marina Street Lagos in the presence of all bidders or their representatives. Please ensure that you sign the bid submission register in the office of the General Manager, Procurement as the Authority will not be held liable for misplaced or wrongly submitted bids.

Note that this invitation to tender does not place any obligation on the Authority to consider any responding company for:

• Award of Contract
• Acceptance of any tender and wrongly placed tenders would not be entertained.

All costs incurred as a result of this prequalification tender invitation and any subsequent requests for information shall be borne by the bidding companies. While late submission will not be entertained and only short-listed companies will be contacted.
