The European Union (EU) and the Federal Republic of Nigeria have signed a NGN 4.3 billion (€20 million) financing agreement to stimulate the competivenass of non-oil sectors in the country under the 10th European development Fund (EDF) Programme for Nigeria.

The United Nations Industrial Development Organisation (UNIDO) is the executing agency of the National Quality Infrastructure (NOt) Project which aims to support the resolve of the Federal Ministry of Industry, Trade and Investment (FMITI) to improve the national systems for quality control and standards.
The NQI project will particularly support the improvement and/or establishment of the quality infrastructure and its component services for economic operators in Nigeria.
To this end, the NOt project will assist the FMITI to determine, through a Market Survey, the overall needs in terms of qualify, particulaily in the Agro Allied and Agro Processing, Construction, Light Manufacturing, and Services priority sectors — as identified by the National Industrial revolution Plan (NIRP). This will inform the design and implementation of a National Quality infrastructure Improvement Plan.

Purpose of the Call for Proposal

In the framework of the National Quality Infrastructure, UNlDO is seeking a national institution with required qualifications to undertake a systematic determination of a comprehensive market supply and demand survey in priority sectors to identify the needs of the local, regional and international business community in the various fields of quality, ri order to develop a National Quality Infrastructure Improvement Plan.
The main objectives of the market survey are:
  1. To provide factual data to establish a baseline for the performance of the services provided by the NQl to reflect its potential for growth; thus allowing a follow-up of the NQI performance through subsequent, simplified market assessment activities.
  2. To obtain reliable market data for the demand and supply of the services provided, or to be provided, by the NQl with particular input on gender, inclusiveness and sustainability issues - in order to improve safety, integrity and marketability of Nigerian goods and services.
  3. To develop and strengthen the institutional capacities of national quality institutions in terms of business plan establishment, through the application of market study methodology,
