The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards financing Public Sector Governance Reforms Developoment Project (PSGRDP). Kebbi State is a beneficiary of the credit and intends to apply part of the proceeds in implementing Public Financial Management Reforms of which an effective Audit control system is a critical component. The overall objective of the project is to ensure good governance by way of promoting accountability and transparency in the utilization of public financial and human resources, with a view to strengthening governance in the State.

Request for Expression of Interest (REOI) for Consultancy Services for the Scrutiny of Backlog of External Audit and State Auditor Generals Annual Audit Reports with the State House of Assembly for the Period 2009-2013 

The objective of this consultancy is:
  1. Conduct a thorough scrutiny of the backlog of un-scrutinized external audit and the state Auditor General’s annual audit reports for the period 2009-2013 in line with International best practices
  2. Clearly spell out the audit recommendations as contained in the external audit and the state Auditor General’s annual audit reports for the period 2009-2013
  3. Develop a feasible and attainable action plan (advices) for easy and effective scrutiny of the subsequent audit reports forwarded from the office of State Auditor General
  4. Conduct a dissemination workshop for the legislatures on the proposed action plan (advices) for easy and effective scrutiny of the annual audit reports.
Kebbi State Public Sector Governance Reform and Development Project (PSGR & DP) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (Profile of consortium, Track record and description of similar assignment, Training experience in similar condition, general qualifications and availability of appropriate skills among staff Training experience). The proposed assignment is expected to bring international best practice and ideas into skills enhancement. As such, eligible local firms could associate with other organisation/firm with direct experience on Public sector Audit reforms and the clearance of un-scrutinized audit reports in line with the best international best practices.

A consultant will be selected under Consultant Qualification (CQ) in accordance with the procedures set out in the World Bank’s Guidelines; Selection and Employment of Consultants by World Bank Borrowers. January, 2011.
