The Federal Capital Territory Administration (FCTA) has provisions in the FCT 2014 Statutory Budget for the procurement of under-listed procurements under the FCT Universal Basic Education Board and is hereby inviting competent, reputable and interested companies to submit Technical & Financial Bids.

Pre-Qualification Requirements

1. Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC);
2. Photocopies of three (3) years clearance Certificate (for year 2012, 2013 & 2014) issued by the Federal Inland Revenue Services;
3. Compliance certificate issued by Pension Commission in line with the provision of Part IV Section 16(6d) of the Pubic Procurement Act 2007.
4. Company profile indicating qualification and experience of key staff for the project and (GSM phone number(s)/email addresses; (Companies tendering for construction works)
5. Evidence of Registration with Professional bodies such as ARCON, COREN, SRCON etc (companies tendering (or construction works)
6. List of equipment to be used for the project and their location. State whether the equipment are on lease, hire or owned by the company with evidence; (companies tendering for construction works)
7. Photocopies of Value Added TAX (VAT) certificate;
8. Evidence of execution of similar work(s) done by the contractor, showing evidence of award and timely completion for at least five (5) projects;
9. Audited accounts of three (3) years (for year 2012, 2013 & 2014) prepared by a Chartered Accountant Firm; and
10. Evidence of financial capability from the company’s Bankers.
11. Evidence of compliance with the provision of the Industrial Training Fund (ITF) Amendment Act 2011.

Collection of Tender Documents
Interested companies should collect tender documents from the Board Headquarters. Area 2, Garki —Abuja, upon the presentation of evidence of payment of N20, 000.00 (Twenty thousand naira) only non-refundable tender fee in FCTA Account no. 5030009770 with Fidelity Bank Central Area—Garki.

Submission
The pre-qualification and tender documents should each be sealed and labeled (Technical and Financial Bids as appropriate) separately and the two envelops be put in another envelop that should also be seated and labeled (Tender for....................... (Lot No.)” the tender documents (Financial Bid) should be submitted in three (3) copies (one original and two other copies) and all pages duty endorsed by the bidders.

Closing Date
Submissions must be received at FCT Universal Basic Education Board, Room 31 on or before 2.00pm on Monday 29th December, 2014. All bids will be publicly opened immediately after closing of submission at Assembly Hall of JSS Jabi in the presence of Bidders or their representatives.

• Late submission will be rejected;
• This advertisement to tender shell not be construed to be a commitment on the part of the FCT Universal Basic Education Board nor shall it entitle the bidder to make any claim what-so-ever and or seek any indemnity from the Board by virtue of having responded to the advert;
• Bid should be very clear about the bidders areas and proven compelence;
• Tender’s Register must be signed on the submission of Tender(s);
• The Board, may at its own discretion, reject any bid which does not conform with the basic bidding rules;
• Due diligence could be carried out on companies to verify claims included in the submissions;
• Interested members of the public especially Civil Right Organizations are invited to attend the opening exercise. They are expected to adhere to the Code of Conduct for the Public Procurement Observers Rule stipulated by the Bureau of Public Procurement (BPP).
