The Federal Capital Territory Administration (FCTA) through the Satellite Towns Development Department (STDD) has provision in the FCT 2014 Statutory Budget and intend to use part or whole of it for the provision of Solid Waste Management and Cleaning services in the Satellite Towns.

Duration of Contract:
The Solid Waste Management and Cleaning Services would be for a period of Thirty Six (36) months.
Scope of Services:
The Scope of Services comprises of but not limited to the following:
- Waste evacuation and transportation from all tenements and waste generating points at least three times weekly:
- Litter control of all roads daily:
- Sweeping of all streets daily;
- Silt removal from all roads daily:
- Removal of Garden waste from all households in the area of coverage and market where applicable;
- Vegetation control on all major roads, arterial roads and streets up to the property line.
The target is no litter, no waste dump and no overflowing bins within the towns, roads, markets and waste generating points. All the above activities are expected to be carried out up to the property walls on the roads.
Prequalification Requirements:
- Evidence of Company Registration with Corporate Affairs Commission (CAC ) and Articles & Memorandum of Association:
- Tax Clearance Certificate for the last three (3) years expiring 31st December, 2014;
- Current Compliance Certificate issued by National Pension Commission in line with the provision of Part IV Section 16 Subsection 6d of the Public Procurement Act (PPA), 2007;
- Evidence of Compliance with Statutory provisions of Industrial Training Fund (ITF) Act as amended:
- Evidence of Registration on the National Database of Contractors. Consultants and Service providers with the Bureau of Public Procurement (BPP) in line with Sections 5(h) and 6(1)(f) of the Public Procurement Act (PPA), 2007:
- Evidence of VAT Registration and remittances;
- Evidence of Up to date Annual returns with CAC, and note that due diligence could be conducted;
- Valid operational License issued by Abuja Environmental Protection Board (AEPB) and Registration Certificate with Environmenta Health Officers Registration Council of Nigeria (EHORECON)
- Verifiable documentary evidences of simiiar jobs that had been successfully executed within the last three years, status of on-going projects and total monetary value;
- Evidence of last three (3) successive years Audited Accounts of the Company (2011-2013) prepared by a Chartered Accounting Firm;
- Letter authorizing FCTA or its representative(s) to cross check the Company s account;
- Current Bank Reference, and statement of account of the Company for the last twelve (12) months;
- Detail information regarding any litigation within the last five (5) years in which the Company is involved:
- List of relevant Equipment and Plants to be deployed for the project, stating their location and whether they are owned or on lease;
- Company profile and list of professional staff, copies of their Academic & Professional Qualifications (Certificates), GSM/Phone Numbers, Contact address and functional e-mail:
- Comprehensive Work Plan;
- Sworn affidavit in compliance with the provisions of Part IV Section 16, Subsection 6 (a & f) of the Public Procurement Act (PPA), 2007.

Submission of Prequalification Documents:
Interested Companies should submit three (3) copies of Prequalification documents (One Original and Two Copies) in a sealed envelope labeled as
PREQUALIFICATION DOCUMENTS FOR SOLID WASTE MANAGEMENT AND CLEANING SERVICES IN ....................... (LOT..............). The envelope should be deposited in the Tender Box at the Office of the
Secretary, FCT Tenders Board Secretariat. Room 043. First Floor. Block B, FCT Procurement Department. FCTA Secretariat, Capital Road, Area 11. Garki Abuja not later than 12.00noon of 11th December, 2014.
The representatives of the bidding Companies and interested members of Public especatIy Civil Rights Organizations are invited to witness the opening of the Tenders immediately after the close of submission on
11th December, 2014 at FCT Archives & History Bureau, near AGIS, Area 11, Garki Abuja.
Note:
- Bidders are not allowed to bid for more than two (2) Lots. Failure to comply with this instruction would attract Disqualification;
- This advertisement shall not be construed as a commitment on the part of FCTA /STDD nor shall it entitle responding Companies to seek any indemnity from FCTA/STDD by virtue of such Companies having responded to advertisement;
- Tenders Register must be signed on the submission of Prequalification Documents;
- Due diligence exercise shall be conducted to verify claims by bidders;
- FCTA is not bound to accept any of the bids.
