In order to attend to recurrent facilities requirement and ensure conducive and safe workplace consistent with best standards, the Nigerian Content Development and Monitoring Board (NCDMB) made provisions towards the cost of executing comprehensive rehabilitation and upgrade of its Headquarters Office building and facilities in Yenagoa. Bayelsa State in its 2014 works procurement plan.

Invitation for Tender for Comprehensive Rehabilitation Works & Up-Grade of Head Office Building and Facilities 

The Nigerian Content Development and Monitoring Board now invites interested and eligible Companies to submit Technical and Commercial tenders for the following Lots of the Rehabilitation and Upgrade of NCDMB Headoffice Building and Facilities Project.

Lot 1:
Comprehensive Rehabilitation of Plumbing, drainage, and sanitary facilities,
Lot 2: Aluminum general fitters works - doors, windows, curtain walls,
Lot 3: Rehabilitation of Roof structures and ceilings, Painting and decoration, Floor Tiling
Lot 4: Rehabilitation of Air conditioning Systems, Electrical Installations, fittings and fixtures
Lot 5: Construction of car park markings and general landscaping, and horticulture
Lot 6: Rehabilitation of Electrical Installations, fittings, and fixtures
Lot 7: Floor Tiling
Lot 8: Signage
Lot 9: Rehabilitation of Air-conditioning system.

Bidders are expected to visit the site for inspection and collection of comprehensive scope of work.

Requirements for Eligibility

The following shall be included in the Technical Tender submissions:
  1. Evidence of company registration with Corporate Affairs Commission (CAC) and support documents showing that the ownership of the company is 51% owned by a Nigerian(s)
  2. Evidence of current three (3) years Tax Clearance Certificate expiring 31st Dec 2013.
  3. Evidence of VAT Registration (FIRS) and remittance to relevant authority.
  4. Tax Identification Number (TIN).
  5. Evidence of registration as contractor with NCDMB.
  6. Evidence of having successfully carried out similar supply/construction/Installation.
  7. Evidence of Fiscal obligations and social security contributions such as pension remittance certificate, ITF Fund remittance certificate and personnel insurance.
  8. Affidavit declaring the Bidder free of pecuniary interest, falsification and prior conviction of any of the Directors.
  9. A letter from your bankers of Financial Capability
  10. Company profile showing key Personnel and Position
  11. HSC and QA,QS plan
  12. Office presence within the Oil and Gas zone will be an advantage

Bidder’s proposal must be in two parts:
  • Technical proposal - un-priced
  • Commercial proposal - priced. enclosed in sealed envelopes and clearly marked “Lot No... Technical” and “Lot No.... Commercial” respectively on the top left corner and addressed to

The tender documents must be duly signed and delivered in the tender box located on the ground floor, NCDMB Head Office, Opolo, Yenagoa not later than 1200 Hours, Monday, December 15th, 2014.

Companies delivering bids are expected to sign the “Tenders Register” before delivery in the tenders Box. The Company’s Name, Address and Phone Number must be boldly written at the back of the Envelope.

Tenders received after the deadline shall not be considered and NCDMB shall owe no explanation for any rejection.

Opening of Tender

Tender will be opened immediately at 1200 Hours, Monday December 15th, 2014
