Contractors Needed for the Technical and Financial Bids for the Execution of 2017 Appropriation by the Federal Science and Technical College (FSTC) Orozo

The Federal Government of Nigeria has allocated fund to Federal Ministry of Education (FME), Federal Science and Technical College (FSTC) Orozo in the 2017 Appropriated For the execution of policies, programmes and projects towards achieving the mandate of FSTC Ozoro Accordingly , the College wishes to invite reputable contractors with relevant proven competence and experience to submit tenders for the execution of the following projects.

Category A: Capital Projects (Works)

W1: Renovation of 30 classrooms - FSTC, Oroso.
W2: Renovation of one of unit burnt Boys Hostel - FSTC, Oroso.
W3: Renovation o Admin Stock Furnishing Orozo -  FSTC,  Oroso.
W4: Construction of mee meters perimeter fence with security wire - FSTC, Oroso.
W5: Construction of 3XM internal road networks - FSTC, Orozo
W6: Construction of overhead tanks, flushing of boreholes and reticulation of water supply to staff quarters, Hostels and Kitchen  - FSTC, Oroso.
W7: Procurement anti Installation of Soter Panels Energy for Hostels, classrooms and Administrative block - FSTC, Oroso.

Eligibility Requirements
Prospective bidders must possess the under listed requirements to be eligible in the procurement:

• Certificate of incorporation with Corporate Affairs Commission (CAC).
• Company’s Tax Clearance Certificate in the last three years (2014, 2015,2016).
• Current certificate in compliance with amended PENCOM Reform Act 2014.
• Current Nigeria social Insurance Trust Fund(NSITF) clearance certificate.
• Evidence of Compliance with Financial Reporting Council of Nigeria (FRNC) Act No.6 (2011).
• Registration on the National Database of Bureau of Public Procurement (BPP) with evidence of lnterim Registration Report (IRR).
• Current lTF Certificate in compliance with Industrial Training Fund (ITF) Act, 2005.
• Verifiable Evidence of financial capability wfth an average annual turnover of not less than N20 million in the last three years (2014, 2015& 2016).
• Company profile and evidence of Technical Qualification of Key Personnel including registration with relevant professional bodies.
• List of verifiable documentary evidence of at least three (3) similar job(s) successfully executed in the last five (5)years including letters of award and job completion certificates;
• List and verifiable evidence of construction equipment with proof of ownership or lease agreement, where applicable.
• Original receipt of paymentof the non- refundable tender fee of N20,000.00 naira only.
• All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company’s Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Telephone Number(s), valid e-mail address and official Company’s address.
• The Letter Headed Paper must bear the Name, Nationalities and the telephone number(s) of the Directors of the Company atthe bottom page;
• Current swom affidavit disclosing:
  • That the company is not in receivership, insolvent or bankrupt
  • That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offense in relation to fraud orfintincial impropriety,
  • Whether or not an officer of the Federal Mtnistry of Education (FME) or Federal Science and Technical College Orozo or Bureau of Public Procurement (BPP) is a former or present Directoç Shareholder or hasa pecuniary interest in the bidder, and
  •  That all documents submitted are true and correct in all particulars

Closing Date and Opening
Submission of documentscloses 12noon on 21^1st August 2017. Any bid received after the stated date and time shall notbe considered, The submitted bids will be opened immediately on the same day 21^1st August 2017 at the Typing pool office, behind the computer center, FSTC Orozo. Bidder/Company representatives and interested members of the public including relevant professional bodies ,CivilI Society and Non-Governmental Organizations are hereby invited to witness the opening of the technical bids.Submission of Documents :

Completed Technical and Financial bids in separate envelopes (two sets of hard copies) shall be submitted. • Certificate may be referred to the respective issuing authority for verification and authentication;
• Contractors are not permitted to bid for more than one lot. Any bidder that violates this rule shall be disqualified and only successful bidders will be invited for the next stage of the bidding process.
• Technical and Financial bids enclosed in one same single envelope that will expose the Technical and Financial bid sat the same time of opening shall be disqualified.
• Submission that does not meetup with requirements specified above shall be rejected.
• The evaluation shall be strictly based on the requirement specifled above.
