Invitation to Expression of Interest for the Execution of Projects Under the 2017 Approved Budgets by the National Agency for the Great Green Wall

National Agency for the Great Green Wall,in furtherance its statutory mandate, intends to implement some capital Projects under various Works and Services in line with the 2017 budget and in accordance with the Public Procurement Act 2007. The Agency therefore invites Interested Contractors and Consultants with proven competency and demonstrable experience of the And Zone to submit  Expression of Interest for the execution of projects below.

Category B : (Expression of Interest ) -  Interested Contractors are invited to submit Expression of Interest (EOI)  for the following projects:
S/N - Projects Description

• Lot 1: Supervision of  Construction of Solar Powered Boreholes
• Lot 2: Development of monitoring and Evaluation Frame/Key Performance Indicator (KPI)
• Lot 3: Review and Update of the National Strategic Action Plan
• Lot 4: Farmers Managed Natural Regeneration

Responsive Criteria:
Eligibility: Failure by a consultant/bidder to submit all of the following (non-scoring responsive criteria) renders the Consultant/Contractor Ineligible to participate In this procurement:

1. Evidence of registration with Corporate Affairs Commission;
2. Evidence of Tax Clearance Certificate for the last three (3) years, 2014, 2015, 2016 ending 31st December 2017;
3. Evidence of VAT Registration with TIN No. and up-to-date remittance;
4. Evidence of certificate of compliance with National Pension Commission, (PENCOM):
5. Evidence ot certificate of compliance by Industrial Training Fund in line with the provisions of ITF Act, 2011:
6. Copy of current NSTIF clearance certificate ;
7. Copy of Current BBP’s Interim Registration Report - IRR;
8. A sworn affidavit that no partner/director has been convicted for criminal offences related to fraudulent or corrupt practices, and all the required documents are genuine and up to date;
9. A statement of non-indebtedness/statements of Accounts for three(3) months;
10. A sworn affidavit disclosing whether or not any officer of the National Agency for the Great Green Wall or BPP is a Director of the company:
11. Company's Profile including details of Directors (Form C02);

Other Requirements

1. Unabridged company Audited Annual Report for the immediate past (3) years. 2014,2015,2016.
2. Detailed Profile of staff, including years of experience in relevant field with professional certificates duly signed by the academic and professional body(ies).
3. Details and proof of similar and verifiable project(s) successfully executed by the firm in the past. Please attach copies of transaction documents including project completion certificates.
4. Evidence of financial capability supported with bank references from a reputable bank and commitment.
5. Evidence of registration with relevant professional bodies (Consultancy).

N.B :The above criteria (a-e) will attract marks .
Interested eligible bidders may obtain further information from Procurement Unit and inspect the Bidding Documents between 9.00am to 3.30pm (Mondays to Fridays) except public holidays at the Agency's Tender Board Secretariat Procurement.

Collection of Bids Documents
Bid Documents shall be collected by interested bidders (for Works) from address in above upon presentation of evidence of payments of non refundable tender fees of Twenty Thousand Naira (N20.000.00) only in remittal, payable to the Agency.

Method of Submission:

1. Interested Consultants shall submit one original and one photocopy of theft Expression of Interest (Eol) documents in a sealed envelope. The reverse side of this envelope shall bear the Consultant's Name, Address and Telephone Nos. The front should be labelled "Expression of interest (Eol)  with the" Projects Name/Title and " Lot No" clearly written on the top Right Hand Corner .
2. The sealed Expression of Interest (Eol) or the sealed bid containing both the Technical and Financial) should be deposited in tIre tender box placed in the Office of Head of Procurement Flat 7,1st Floor, Natlona Agency to the Great Greets Wall, Plot 1730, Ahmadu Bello Way, Mabushi, Abuja.
3. Closing time for the submission of Expression of Interest (Eol) is 12:00 noon on Monday, 24th August, 2017

Opening of Bids:

• Opening of Eol for Consultancy Services will commence at 12:00 noon on Monday, 24th July, 2017 at Conference Room, Ground Floor National Agency for the Great Green Wall, Plot 1730, Off Ahmadu Bello Way, Mabushi, Abuja.
