Invitation to Tender Interest for the Execution of Projects Under the 2017 Approved Budgets by the National Agency for nthe Great Green Wall

National Agency for the Great Green Wall,in furtherance its statutory mandate, intends to implement some capital Projects under various Works and Services in line with the 2017 budget and in accordance with the Public Procurement Act 2007. The Agency therefore invites Interested Contractors and Consultants with proven competency and demonstrable experience of the Arid Zone to submit Tender of Interest for the execution of the following projects below.

Category A: (Invitation To Tender) -  Interested Contractors are invited to submit technical and Financial bids for the following:
S/N - Projects Description

• Lot 1: Perimeter Fencing of Shelterbelts
• Lot 2: Perimeter fencing of woodlots
• Lot 3: Perimeter fencing of Orchards
• Lot 4: Construction of Solar Power Boreholes
• Lot 5: Establishment of GIS Laboratory
• Lot 6: Establishment of E- Library

Note : A contractor is entitled to bid for (1) LOT only in each location of Shelterbelt , Woodlots, Orchards, Establishments and maximum of Two (2) LOTS for Solar Powered Boreholes.

Responsive Criteria:
Eligibility: Failure by a consultant/bidder to submit all of the following (non-scoring responsive criteria) renders the Consultant/Contractor Ineligible to participate In this procurement:

• Evidence of registration with Corporate Affairs Commission.
• Evidence of Tax Clearance Certificate for the last three (3) years, 2014, 2015, 2016 ending 31st December 2017.
• Evidence of VAT Registration with TIN No. and up-to-date remittance.
• Evidence of certificate of compliance with National Pension Commission, (PENCOM).
• Evidence ot certificate of compliance by Industrial Training Fund in line with the provisions of ITF Act, 2011.
• Copy of current NSTIF clearance certificate.
• Copy of Current BBP’s Interim Registration Report - IRR.
• A sworn affidavit that no partner/director has been convicted for criminal offences related to fraudulent or corrupt practices, and all the required documents are genuine and up to date.
• A statement of non-indebtedness/statements of Accounts for three(3) months.
• A sworn affidavit disclosing whether or not any officer of the National Agency for the Great Green Wall or BPP is a Director of the company.
• Company's Profile including details of Directors (Form C02).

Other Requirements

• Unabridged company Audited Annual Report for the immediate past (3) years. 2014,2015,2016.
• Detailed Profile of staff, including years of experience in relevant field with professional certificates duly signed by the academic and professional body(ies).
• Details and proof of similar and verifiable project(s) successfully executed by the firm in the past. Please attach copies of transaction documents including project completion certificates.
• Evidence of financial capability supported with bank references from a reputable bank and commitment.
• Evidence of registration with relevant professional bodies (Consultancy).

N.B :The above criteria (a-e) will attract marks .
Interested eligible bidders may obtain further information from Procurement Unit and inspect the Bidding Documents between 9.00am to 3.30pm (Mondays to Fridays) except public holidays at the Agency's Tender Board Secretariat Procurement.

Collection of Bids Documents
Bid Documents shall be collected by interested bidders (for Works) from address in above upon presentation of evidence of payments of non refundable tender fees of Twenty Thousand Naira (N20.000.00) only in remittal, payable to the Agency.

Method of Submission

• Interested Consultants shall submit one original and one photocopy of theft Expression of Interest (Eol) documents in a sealed envelope. The reverse side of this envelope shall bear the Consultant's Name, Address and Telephone Nos. The front should be labelled "Expression of interest (Eol)  with the" Projects Name/Title and " Lot No" clearly written on the top Right Hand Corner .
• Interested Contractors shall submit one original and one photocopy of their Technical Bid and completed Financial bids. The two copies of both Technical Bid and completed Financial Bid per LOT shall be placed In two different sealed envelopes and labelled " Technical Bid " and"Financial Bid" as well as the Project Name/Title "and “LOT NO" on the sealed side of the envelope. The reverse side of each of these two envelopes shall bear the "Bidder’s Name, Address and Telephone Number(s)" The two sealed envelopes containing separately Technical and Financial Bids should be enclosed in a third envelope sealed and labelled "Technical and Financial Bids “with "Project Name/ Title " and "LOT NO"  clearly written on the top Right Hand corner.
• Closing time for the submission of all bids (Technical and Financial) is 12:00 noon on Monday, 21st August, 2017.

1. Opening of Technical bids for Works will commence at 12:00 noon on Monday, 21st August, 2017 at Conference Room, Ground Floor, National Agency for the Great Green Wall, Plot 1730, Off Ahmadu Bello Way, Mabushi, Abuja.
2. Technical bids will be opened publicly in the presence of all bidders, Only successful Bidders wilt be invited for the opening of the  Financial Bids at a later date.
