Contractors/Suppliers Needed by the Federal Ministry of Health for the Execution of its 2017 Capital Project

The Federal Ministry of health, hereby invites contractors/suppliers to tender their bids for the procurement of Goods, Works and Services/Consultancy for the execution of policies, Programmes and projects .




The Federal Government of Nigeria has allocated Funds to the Federal Ministry of health in the year 2017 Appropriation. The Ministry intends to use this allocation and Funds from other sources for the procurement of Goods, Works and Services/Consultancy for the execution of policies, Programmes and projects towards achieving its mandate.

Accordingly, the Federal Ministry of Health hereby Invites qualified;interested and eligible vendors; suppliers; contractors; Original Equipment Manufacturers (OEMs) and consultants to tender for the procurement of Goods, Works and Services appropriated under the various Departments of the Ministry in the Year 2017 Appropriation as specified in the following paragraphs;

Goods
  1. Procurement of Stationeries, Office Equipment, Furniture etc In various Departments of the Ministry
  2. Procurement of Computers, laptops, Communication Equipment Television sets, photocopiers. Computer Consumables, etc. in various Departments of the Ministry
  3. Procurement of TB drugs, SP and Materials, Lab Reagents, Commodities, Chemicals,HI V/Test Kits, Branded Drugs, IRS Insecticide etc for routine distribution, Procurement of Net Hanger Kits, Dental Chairs, Automated blood screening Machine, procurement and installation of Gene Expert machine, Quality control equipment
  4. Procurement Of Vehicles
    1. Ambulance Vehicles
    2. Utility Vehicles
    3. Project Vehicles
  5. Printing, Production & Binding of guidelines, advocacy documents, Banners, Signage's etc in various Department of the Mln1str Publication of In-house Journal, Media Engagement, Jingles, Films etc.
  6. Procurement of Law Books, Production & Binding Law Report or Other Books1 etc in various Department of the Ministry

Works
  1. Maintenance, Rehabilitation Works, in FMON HQTRs, Outpost Offices, Central Stores,
  2. Procurement of Medical Equipment:
    1. General Medical Equipment.
    2. Supply and installation of Medical equipment for Medical centres and Hospitals.
    3. Supply and installation of Medical equipment for Federal constituencies.
  3. Construction of Medical Centres, Occupational Health Therapy Centre.
  4. ICT Portal Development Data Centre Redesign, Network infrastructure Development.
  5. Modernization of Teaching Hospitals in six Geo Political Zones, 2017 Constituency Project.
  6.  Repair and equipping of A&E Department at UCH lbadan.
  7. Construction of 50 bed capacity General Hospital and Furnishing.
  8. Construction of Maternity Health Centre at Igangan lbadan North LGA, Oyo State.
  9. Construction and equipping of e-library at National TB and Leprosy Training Centre Saye, Zaria.
Request for proposal ( non -consultancy services)
Provision of Pre-Contract Services (Engineering/Construction Works), Post Contract Services.
Conduct of Awareness/Sensitization Campaign in Specific aspect of Health.
Conduct of General Training, Specialized Training of various Department of the Ministry,

Request for Proposal/ Consultancy Services
  1. Conduct of baseline Survey, Specific Researches/Investigations. etc
Note: Details and specifications for each lot Is as contained in the Bid document.

Qualification Criteria and Tender Requirements
In order to be considered, interested companies, must have the requirement stated hereunder;
  1. Certificate of registration with Corporate Affairs Commission (CAC) and Forms C07.
  2. Certificate of compliance with Pensions Act.
  3. Current Tax Clearance Certificate verifiable from Federal Inland Revenue Service (FIRS).
  4. Evidence of VAT Registration Showing TIN number.
  5. Certificate of Compliance from Industrial Training Funds (ITF).
  6. Certificate of Compliance from Nigeria Social Insurance Trust Fund (NSITF).
  7. Evidence of interim registration of firm with Bureau of Public Procurement (BPPIRR) Contract data base.
  8. Evidence of Registration with relevant regulatory agencies.

Additional  Requirements
Letter of Financial Capability/Bank support;
Evidence of 2-3 similar jobs previously executed or currently being executed (including letters of award, completion certificates, payment certificate etc);
Three years Audited Accounts: 2014, 2015 & 2016;
Technical details & brochures of items being tendered for and evidence of Manufacturers’ Authorization of dealership/distributorship appointment where applicable;
Any other document(s) to support the qualification and tender documents as may be contained in the Standard Bidding Documents
Sworn affidavit that (a) firm is not bankrupt (b) None of the Directors Is an ex convict or bankrupt for) that any officer of FMOH or Bureau of Public Procurement is a former or present  Director, Share holder or has any pecuniary interest in the bidder and (d) confirm that all information presented in its bid are true and correct in all particular

Tender Fess
non- refundable tender fee of Twenty Thousand Naira (N20, 000.00) only is payable by all bidders to the Federal Government single Treasury Account (TSA) Ministry of Health with the exception of consultants participating in expression of Interest.

Note
Potential bidders should clarify the lot of their Interest at the Procurement Department Notice Board before payment Is made.

Collection and Submission of Tender Documents
Interested bidders shall collect Tender Documents during working hours upon presentation of evidence of payment of the Tender fee. From;

Completed Technical and Financial bids must be submitted in three (3) copies each; one (1) original and two (2) copies, in 2 separate sealed envelopes clearly separated and marked "Technical"and"Financial" Documents, and inserted in a 3rd large envelope with the description of the job and Lot Number at the top right hand corner of the envelop with the name of the company written at the back and addressed to :

Bid Opening
Opening of the received documents will commence immediately after the deadline i.e 12noon of August 15th 2017 at the Conference Room on the 6th Floor of the Ministry. All bidders, relevant NGOs and CSOs are invited to witness the public opening
